2 The Council Mission (approved July 2012)
EDUCATE APPA member institutions; Determine the IMPACT of existing and proposed standards and codes; INFLUENCE standards and code development processes and outcomes; Display APPA’s LEADERSHIP on standards and codes; and Identify broad CONSENSUS among APPA’s institutional members, and seek appropriate representation in standards bodies at local, state, national, and international levels.

3 APPA Becomes ANSI Accredited Standards Developer
Scope To develop and publish American National Standards supporting Total Cost of Ownership (TCO) principles for facilities and infrastructure, and for Facilities Management, as applicable to the education sector and as they relate to the following four core competencies as identified by the education sector: 1. General Administration & Management 2. Maintenance & Operations 3. Energy & Utilities 4. Planning, Design & Construction

4 Launch of ANSI Total Cost of Ownership (TCO) Standards Activity
ASCC Established TCO Steering Work Group on May 1. Goal: Create a suite of ANSI Standards that support the application of TCO principles and practices to facilities and the built environment. August 3rd Convener’s Briefing to occur at APPA to unveil the draft program Framework and gather comments.

5 Launch of ANSI Total Cost of Ownership (TCO) Standards Activity
Following the Convener’s Briefing: Invitations to participate in the TCO Standards Work Group distributed and announced in ANSI’s Standards Action Newsletter. Standards Work Group convenes (fall/winter 2015) TCO Standards project is announced through ANSI. Work Begins.

6 ISO TC 267: Facilities Management
APPA is represented on the US ANSI Technical Advisory Group (TAG) by: Brooks Baker, Ted Weidner, and John Bernhards. The TAG submits written contributions on behalf of the US to the ISO TC 267. International Facilities Management Association (IFMA) presently serves as the TAG Administrator, chaired by Jim Whittaker (IFMA president).

7 ISO TC 267 (cont’d) ISO TC 267 was established by ISO in 2011.
It is the first ISO technical committee authorized to create international standards for the facilities management discipline/profession. ASCC’s Objective: Ensure that ISO TC 267 standards adequately represent, wherever possible, the viewpoints, guidelines, standards, and best practices advocated by APPA and its membership.

8 ISO TC 267 (cont’d) There are 21 voting nations actively participating in ISO TC 267. Two standards now close to final draft stage: ISO/CD “Facility Management – Part 1: Terms and Definitions” ISO/CD “Facilities Management – Part 2: Guidance on Strategic Sources and the Development of Agreements”

9 ISO TC 267 (cont’d) A third and new standard project was initiated by
TC 267 in June 2015: ISO/AWI “Facilities Management – Integrated Management System – Requirements (with Guidance for Use)” Areas of Focus will include Facilities Performance, Leadership, Metrics and more. Work will begin on the new standard in October 2015. ISO is intending to create an Accreditation Program for Facilities Management, supported by these three standards. What might this mean for APPA member institutions?

10 School Safety and Security
ASCC participated in the NFPA School Safety, Codes and Security Workshop, held December 2014. Workshop findings are posted on the NFPA web site (see the ASCC report for the web link and summary of key findings). NFPA’s Director Robert Solomon is reporting out on the findings and seeking comment from members at APPA 2015 on August 4 (during a conference breakout session organized by ASCC).

11 Informatics Work Group
Established on May 1st by ASCC. Chris Smeds (University of VA) and Markus Hogue (University of Texas at Austin) co-chair. June 26 convener’s meeting attracted over 70 attendees. First formal meeting of the Work Group on July 30th. Will establish an APPA standard identifying needed Informatics terms and definitions, and other documentation supporting facilities informatics applications.

12 Potential Areas for Informatics Project Work
Communication protocols for the secure transmission of facilities data. Electronic facilities record systems (regionally, provincially, territorially or nationally). Evidence-based decision support systems Classification systems using standardized terminology and coding. Work management systems. Facilities monitoring systems (e.g., computer controlled BAS systems).

13 I Codes Work Group Continues to monitor activities of the ICC International Building Code (IBC) revisions now underway this year. Submitted comments and recommendations during the April IBC hearings in Memphis. The Work Group will continue to offer public comment and recommend changes to the IBC.

14 Consultant to ASCC Bill Koffel, President of Koffel Associates
recognized as an expert in the fire protection and life safety aspects of codes and standards. Bill is active in the development process of the industry’s governing codes, standards, and design guidelines. Expertise includes work within International Code Council (ICC) and National Fire Protection Association (NFPA), Society of Fire Protection Engineers (SFPE) and Underwriters Laboratory (UL). Former code official with the Maryland State Fire Marshal’s Office. Past President of the SFPE.
