7 NORHED Results Framework
Outcome: strengthen capacity for higher education and research in higher education institutions in LMIC Increased capacity is defined as: ability for institutions in the South to educate more and better qualified candidates, and to increased quality and quantity of research conducted by the countries’ own researchers. Long term impact: sustainable economic, social and environmental development in low and middle income countries. University of Gadjah Mada, Indonesia

8 Budgetary framework The overall annual budget for NORHED is NOK 150 million (27 mill USD) (including EnPe) The budget frame for individual projects is 7-18 million NOK (1-4 mill USD) per project for a period of up to five years ( ). Norad has a NORHED project portfolio of 46 projects Page

10 NORHED’s geographic priorities
Countries registered on OECD DAC list of ODA recipients are eligible for NORHED funding Regional priorities per sub-programme per call. Countries of priority (for 2013 call) : Burundi, Ethiopia, Liberia, Madagascar, Malawi, Mali, Mozambique, Sudan, South Sudan, Tanzania, Uganda and Zambia; Afghanistan, Nepal, Pakistan, Sri Lanka and Timor-Leste ; and Palestine

11 Partnerships All projects have to have a Norwegian partner
Regional collaboration is encouraged Partnerships based on equality, and project ownership at the LMIC institutions. South Partner is the preferred Agreement Partner Degrees to be given from LMIC institutions when possible University of Juba, South Sudan

12 Steering Structure Independent Review Committees (IRC)s per sub-programme per call Strategic Programme Advisory Panel: Review progress and results; Advise on strategic and operational issues; Exchange information and discuss policy issues in higher education and research; Advise on additional areas of work and/or relevant networks or partners Decisions remains with Norad/MFA

13 Gender Mainstreaming Main priority for NORHED, crosscutting issue for the whole programme, to be reflected in all projects and at programme level Both Gender as a dimension in education and research programmes, and Gender equality in student recruitment, staff recruitment etc Each project to include both the gender dimension and gender equality, targets to be set, and budget to reflect this. 18 Evaluation The NORHED programme will be subject to a real-time evaluation commissioned by the Evaluation Department in Norad. The University of Southern California’s Development Portfolio Management Group (DPMG) will conduct the evaluation. The projects themselves are responsible to initiate reviews and evaluations at project level. Page
