19 Request for Proposal WIOA Adult, Dislocated Worker and Youth Funding Available: An amount not to exceed $1,000,000 for the initial fourteen months Not to exceed $5,000,000 for the four year contract term System Description: One Comprehensive One-Stop Career Center Additional centers to be added over the contract term Functionally integrated system Targeted Service Delivery Area: Southern Nevada Workforce Development Area Restrictions: The sub-recipient cannot simultaneously provide career services and have the Operator role within the Local Workforce Development Area

(Attachment B) Performance Measure Definition Adults & Dislocated Worker Programs Employment in the 2nd Quarter After Exit Measured in Quarter 2 after exit. Employment in the 4th Quarter After Exit Measured in Quarter 4 after exit.  Median Earnings in the 2nd Quarter After Exit Measured as median earnings in Quarter 2 after exit only. Median is defined as the numerical value that separates the higher half from the lower half of earnings. Credential Attainment Percentage of participants who obtain a recognized post- secondary credential or diploma during participation or within 1 year after program exit. In Program Skills Gain Percentage of participants in education leading to credential or employment during program year, achieving measurable gains. Measured in real time. Youth Programs Employment, Training or Education in the 2nd Quarter After Exit Percentage of participants in education, training, or unsubsidized employment; measured in Quarter 2 after exit. Employment, Training or Education in the 4th Quarter After Exit Percentage of participants in education, training, or unsubsidized employment; measured in Quarter 4 after exit. Credential Attainment Rate  In Program Skills Gain Percentage of participants in education leading to credential or employment during program year, achieving measurable gains. Measured in real time. Employer Measure Indicators of Effectiveness in Serving Employers One or more employer measures to be implemented before commencement of Year 2.

Budget & Budget Narrative Form 3 – Budget Template Budget Period May 1, 2017 – June 30, 2018 (will be incremental funding) Budget Requirements Administrative Expense cannot exceed 10% “Brick & mortar” costs cannot be included in the budget Rent and Utilities One-Stop facilities and appropriate office space will be provided at no cost to the operator
