Europe’s PES have developed three key ways to manage these tensions

Main challenges The first challenge concerns the need for PES career guidance and career guidance-related services to be more systematic in the evaluation of their effectiveness. A second challenge is to get the right balance between integrating career guidance elements in the services and activities provided by the PES, while at the same time maintaining specialist services for deeper engagement with clients when this is required. A third challenge arises from the necessity to open up guidance services within the PES to embrace a more long-term, life-long perspective:.. Finally, the PES has to rise to the challenge of addressing key gaps in service delivery, and to focus on those areas that require further attentionand investment in order to facilitate the provision of quality services for all. History of development
World Bank sponsored development The very 1st Guidance service was set up in the early 90’s within the H-PES These services were: Job Club (Álláskersők Klubja) Club du placement → Canada (Emploi et Immigration Canada) BIZ Berufe Information Zentrum (Foglalkozási Információs Tanácsadó) Germany (BA), Sweden (AMS) training of employment counsellors at BA (college) level 16-17th June 2008 LLG for job-seekers, PROGRESS

Inventions & adaptations 1991-2000

Recent developments after the accession
Under the 1st Hungarian Development Plan, HR Development Program 200 new films 300 career / occupational folders Additional part on career opportunities were added (212 times) We employed 20 new empl. counsellors 16-17th June 2008 LLG for job-seekers, PROGRESS

The Hungarian PES and Guidance summary
PHASE 1 „Guidance is a tool of curration!” Before and after the changes 1986-(1991)- 1996 model: German BA: 2 trained counsellor for each offices ( approx. 400 Professional) and basic training for every officer + counselling psychologist + PES gives G for schools as well 1996 youth programme (but not enough counsellor) PHASE 2 „ Guidance for all client, but not from our own staff!” (1998 rehabilitation, 1999 for LTU) outsourcing, NGOs no protocol for outsourced services PHASE 3 „self- service is a cure for everything!” 2002- PHARE, ESF PHASE (?!) „self-service generate more need for face-to-face G.” develop both! 16-17th June 2008 LLG for job-seekers, PROGRESS
