Presentation of COSAC-report

What is COSAC? A conference of Parliamentary Committees for Union Affairs. From Member State Parliaments and the European Parliament (accession and candidate countries are invited as observers). Exchange of views, information and best practices between national Parliaments and the European Parliament.

COSAC Bi-annual Reports
Aim to exchange information on procedures and practices and to inform the debates of COSAC. Based on responses to questionnaires from all national Parliament or Chambers (of which there are 40) and the EP. Prepared, like all documents for COSAC, by the Presidency, assisted by the COSAC Secretariat. Many and varied topics.

17th Bi-annual Report The Report contained 2 chapters:
Information flow to and from Parliaments Access to EU and EU related documents Exchange of information between Parliaments Part of this was focused on IPEX Re-Launch of the Single Market and Parliaments

Findings of the Report on IPEX
Use of IPEX 36 of 40 Parliaments/Chambers responded that their officials consult IPEX on a daily or weekly basis – 17 daily and 19 weekly. Members generally consult IPEX less than officials (3 never, 25 rarely, 12 weekly or monthly). EP highlighted need for raising awareness of IPEX and foresaw training sessions for Members and assistants. Subscription profiles.

Findings (2) Reliability of IPEX
22 respondents say IPEX needs improvement but is still a valuable tool. 19 responded IPEX is reliable or very reliable. Reasoned Opinions 32 out of 40 responded that they upload same day or within two days of adoption. EP has database of ROs with links to IPEX. 31 Parliaments/Chambers provide links on website (17) or intranet (2) or both (12).

Findings (3) Need for more information about IPEX
6 Parliaments/Chambers wanted more information. Translation of important decisions 37 Parliaments/Chambers translate important decisions. IPEX in comparison to other sources of information used by Parliaments Second place, many (16) Parliaments/Chambers use it as their primary source of information from other Parliaments.
