COMMISSIONING Organisation
STANDARD IN 3225 "Commissioning on safety installations“ Standard Its goal: to prepare and carry out commissioning under optimum conditions of efficiency and safety Preparing the commissioning operation: Cutting plan in elementary operations Safely: Implementation Plan for Regulatory Procedures Shared by all: Traffic operation and overhead lines operation, Train Operating Companies, maintainers, PROJECT team, …

COMMISSIONING Organisation
Commissioning working group: EIC, INFRAPOLE, ITIF, TSEE, DCF, EF, PRI, EALE, ESTI… Monthly meetings from september 2015 Definition of the test area Definition of the Detailed Timeline Follow-up of the Check List of the commission activities Specific Risk Analysis for Commissioning (Organisational, external, technical, post commissioning, fallback solutions, dysfunctions,…) Preparation from M-6 to D-14 Preparation from Y-1 COM. 01.1 COMMISSIONING ORGANISATION : BEFORE COMMISSIONING
7
COMMISSIONING Organisation
Before commissioning TEST AREA Determine a perimeter to be protected by S6 / S9 / S11 measures to ensure the safety of switching installation works and commissioning tests Ensure that the boundary of the ZEPs and their associated devices remain compatible with the tests to be carried out during the commissioning Define, in accordance with the operators and the TOCs, the track occupancy in the area, as well as the authorised movements requiring PS9E measures These documents must be known and shared by all the activities of the site Preparation from M-6 to D-14 Preparation from Y-1 COM. ASS D-14

COMMISSIONING Organisation
BEFORE COMMISSIONING COMMISSIONING TIMELINE Sequencing all procedure, switching installation and commissioning testing activities Dimension the number of agents (disciplines and accreditations) and the additional needs (radios, vehicles, ...) By geographical location for switching installation and testing activities List and quantify specialised mobile teams Organize team turnover taking into account HR constraints Preparation from Y-1 Preparation from M-6 to D-14 D-14 COM. ASS

COMMISSIONING Organisation
BEFORE COMMISSIONING CHECK-LIST OF ACTIVITIES OF THE COMMISSIONING: built on the experience of previous projects, enriched and shared within the projects: Editing the signalling notice Technical documentation: Signalling scheme plan, Control tables, as-built drawings, Regulations, Works contract,… Training Removal of installations: supply contracts, ... Preparation of work and switching installation sheets Preparation of commissioning tests sheets Resources: call for volunteers, team sizing, reinforcements (EIC, EALE, Contractors) ... Cleaning and maintenance: cleaning of pathways, deoxidation of rails,… Logistics for commissioning: reception, directory, catering, accommodation, transport,… Preparation of means of communication: radios, portables,… Security for the area access Communication : before, during and after the commissioning Preparation from M-6 to D-14 Preparation from Y-1 COM. ASS D-14

COMMISSIONING Organisation
BEFORE COMMISSIONING Trial run for the protection operations of the test area: Simulation of the protection procedures for the area (10 km of track, 2 hours of procedure, 15 operational signal boxes Repetition concerning the EIC / EF / MOET management for verifying the test area protection regulation Trial run for the test area closure operations: Reconnaissance of the closure locations by the staff (Pk, voie, …) Testing the means of communication Checks of material means (SAM, detonators, DSh, ...) Simulation of the closure implementation Checks of organization, duration and sequencing of operations Repetition of the commissioning for all agents: Presentation of the project, organisation of the commissioning, planning of assignment by agent, visit of the site of reception and intervention for each agent, provision of the worksheets for verification in order to detect any anomalies or Preparation from M-6 to D-14 Preparation from Y-1 COM.
