BACKGROUND CCIFSA was established as a result of several consultative processes between government and the artists which formally started in 2009, when President Jacob Zuma met with mainly artists and actors to discuss their role and contribution to social cohesion and nation building, as well as report back on issues they raised during his first meeting with them in 2008. The meeting was also part of the promise made by the President during the response to the 2009 State of the Nation address that government would meet with the creative industry sector to discuss issues affecting them including broadcasting content, intellectual property rights, industry unity, anti-piracy, tax education and participation in 2010 FIFA World Cup activities. At the time, artists were not formally organised under any structure which presented some difficulties when trying to engage with the sector as a whole.

NATIONAL SUMMIT ON THE ROLE OF THE ARTS, CULTURE AND HERITAGE
Subsequently, in 2011 the DAC organized a National Summit on the Role of the Arts, Culture and Heritage sector in the economy; to find ways to contribute to the growth of the sector. The discussions on fragmentation and lack of cohesive strategies was again raised. Enhanced governance and accountability in the sector was seen as one way of addressing the challenge of fragmentation.

APPOINTMENT OF THE INTERIM COMMITTEE
To address the challenge of fragmentation in 2014 then Minister Paul Mashatile assembled a task team known as the Interim Committee (IC) made up of individuals from the sector to lay the ground work and assist the sector to establish an organized body that would foster unity and advocate for the interests of all arts, culture and related disciplines. The Chairperson of the IC was the artist Yvonne Chaka Chaka The individuals were appointed based on their expertise and knowledge of the industry and were mandated to facilitate the registration of the legal entity, consult with various stakeholders in the sector and to organise a national conference for election of CCIFSA leadership. Government thus facilitating a process and creating a conducive environment through which the artists could organise themselves.

CCIFSA FUNDING The Department concluded a 3 year agreement and allocated funding to CCIFSA to the value of R15 784 000, as follows; R5 in , R5 000 000 in and R5 in : The funding was to facilitate the establishment of the organisation including sectoral and provincial consultation and the inaugural conference. The 2015 allocation was directed to fund CCIFSA 2015/2016 action plan which was developed based on the recommendations made prior to and during the elective conference in March 2015 where many participants raised the need for further engagement with stakeholders. The allocation was for the organisation to broaden the scope on consultation with the sector and to prepare for its AGM.

CCIFSA THE ORGANISATION
CCIFSA was formed as a non-profit company (NPC) to promote and develop the social and economic interests of the cultural and creative industries and to act as a body that will assist in dealing with major challenges which continue to stifle growth and the potential contribution of the sector to the economy. The broad strategic objectives are : To create cross-sectoral opportunities for growth and investment. To encourage and facilitate the setting up of platforms, networks and clusters between all public and private stakeholders that are relevant to the creative sector; To encourage structured partnerships with social partners and all types of education and training providers To improve the investor-readiness of financial institutions and the investment-readiness of CCI, and devise dedicated financial instruments, To provide support for exploring and testing new audience development strategies and business models which are relevant in the digital environment

ELECTION OF CURRENT LEADERSHIP
The elective conference was held in Bloemfontein from 23 – 24 March 2015 where by the following were elected to the Board of CCIFSA: Mr Toney Kgoroge - President Mr Kobane Gezani (AKA Penny Penny) – Deputy President Mr Phemelo Sediti – General Secretary Mr Zwelibanzi Mdakane – Deputy Secretary Mr Dodo Monamodi – Treasury General Ms Andrea Dondolo – National Coordinator

HANDOVER FROM INTERIM TO CURRENT LEADERSHIP
Following the elective conference the Minister hosted a handover meeting between the Interim Committee and the current leadership. During the meeting: The outgoing Interim Committee made submissions and presentations on the background of CCIFSA and reported on the work that was done in build up to the elective conference. The current leadership was also provided with an opportunity to provide an outline of their vision on the task at hand.. The Minister: Provided guidance to the incoming leadership on the expectations and emphasised that CCIFSA needed to be a sector-driven initiative. Noted the challenges experienced during the elective conference and complaints that were raised by the sector at various platforms and advised the incoming leadership to address this matter through further engagements and consultations.

GENERAL COMMENTS The process of establishing CCIFSA has been complex for a number of reasons which include the need for a broad consultation with stakeholders in all the provinces that resulted in the elective conference being delayed for some months. Noting this, the conference resolved that the new leadership should conduct further consultations in all nine provinces as a way of addressing the concerns that were raised prior to and during the elective conference It was also expected of the current leadership to report back to the constituency on the work of the Interim Committee, further discuss and review the Memorandum of Incorporation (MOI) and CCIFSA objectives, discuss and agree on the segmentation/classification of the cultural and creative sectors and organise an AGM to report back for way forward. Ongoing consultations by the current leadership are currently under way, with the AGM scheduled for 30 April 2017. Notwithstanding the challenges, the process resulted into great deal of interest from the majority of stakeholders, and with the ongoing consultations by the current leadership, CCIFSA provincial structures are being established.
