Introduction & Context
This opportunity relates to the provision of outpatient dermatology services- both routine appointments and skin cancer services Procured services will cover the entire NW Surrey Geography Current services are commissioned and delivered through our main acute provider Ashford & St Peter’s Hospitals NHS FT 363,000 registered population 67,000 people over 65 years old 3 Commissioning Localities 41 GP Practices ASPH main acute provider with some flows to RSCH and FPH

Scope of Services The services procured will include:
Assessment, diagnostic investigation and treatment for the vast majority of dermatological conditions requiring specialist oversight Provision of services for both routine appointments and skin cancer treatments under the 2 Week Rule pathway (including high risk BCC, melanoma or SCC) Working with appropriate partners in the provision of a comprehensive MDT capable of managing skin cancers with a compliant governance structure, accessing other specialties as required e.g. ENT, Maxillofacial surgery, histopathology Treatment of both adults and children Tele-dermatology and an explicit educational remit with primary care professionals and other clinicians

Clinical Model The NW Surrey clinical model is based on three interrelating tiers of care, with the vast majority of specialist care delivered in tier 2 Education, Advice & Guidance

Notable Exclusions Wounds and leg ulcers Laser service treatments
Cosmetic procedures Benign skin lesions- viral warts, skin tags etc. for cosmetic reasons Lipomas and haemangiomas and other benign lumps

Payment Model Payment is based on the purchase of outpatient activity against a set of fixed tariff prices These tariff prices include provisions for fixed and indirect costs Tariff based payments will be split over 5 categories and by first or follow-up attendance: Consultant led Non-consultant led One-stop clinics Procedures Tele-dermatology

Contractual Model This contract will be let under the terms of the NHS Standard Contract The contract term will be 3 years with the option to extend twice for up to one year

Testing of the Specification & Model
Model and pricing in line with contracts successfully let across the country Direct testing with commissioners operating and expanding this model in their areas British Association of Dermatology to review specification and clinical model

Procurement Process Procurement process will take the form of a single stage open tender with a combined PQQ and ITT phase Contract to be let as a single lot covering the whole CCG area All documentation and the full bidding process will be accessible via the Bravo Solution e-tendering portal and the opportunity will be advertised on Contracts Finder.
