2 CER Background CER is Ireland’s independent energy and water regulator established in 1999: we protect customers CER has broad economic, safety and customer protection functions in energy CER appointed as economic regulator of the Irish public water and waste water sector in 2013 Our mission is to regulate water, energy and energy safety in the public interest.
