Do operators have to be certified according to the capacity of the crane? OSHA RESPONSE: NO. Does certification = qualification? OSHA’S INITIAL RESPONSE: YES INDUSTRY’S RESPONSE: NO.

Change language so they must be equipped with a telescoping jib and hoist to be covered by the rule Proximity Alarms/Insulated Links Change requirements since neither type has been accepted by a “nationally recognized testing laboratory” as required by the rule Power Line Clearance Clarify meaning of “demarcation of boundary”; standardize on “minimum clearance distance” Add Omitted Definitions Digger derrick, duty cycle, multi-purpose machine, repetitive lifts Materials Delivery Exclusion Clarify when articulating cranes used in materials delivery are excluded Hand Signals Amend Appendix A to correct an error in chart Grammatical Revisions Restore “must” in certain places where it had been replaced by “shall” Stabilizer Position Sensor/Monitor Not required for all Articulating Cranes 27

Finally, the results are in. Just as we hoped two decades ago, certification (and the training that goes along with it) can save lives and protect those who work in, with and around cranes. Cal-OSHA’s study published July 2008 reveals a reduction in crane fatalities and injuries remarkably similar to those Ontario experienced thirty (30) years ago. California introduced CCO-based certification in June NCCCO has certified over 11,000 crane operators in the state in the first three (3) years of mandatory certification there. [ 28
