Idea for Wrap-around Services
Based on recognition that for many families, an integrated services approach is necessary. Housing is critically important, but for certain families there are other pressing issues that need to be addressed simultaneously. Criminal activity, substance abuse, mental health, employment, child welfare/custody If those issues are not addressed, family may be set up to fail in housing – winding up evicted and homeless, and harder to find housing in the future. Housing and coordination models that work can fit a variety of service environments and populations Matching coordination approaches, organizations, service intensity and populations is central challenge Successful coordination mechanisms deploy organizational (inter-organizational) resources so that they yield saving by preventing costly/low quality outcomes Housing and Wrap-around Services

Multiple strategies exist for effectively combining housing with other services Common principles of coordination apply across populations needing different types of services Targeting of housing with services is key for achieving savings and realizing cost-effective care Fragmentation is a key obstacle to scaling of effective housing with services programs Housing and Wrap-around Services

Tribes are uniquely positioned to provide such integrative services Operate housing, social services, behavioral health, and other programs, often in one location or in close proximity Holistic, integrated approaches already part of the fabric of tribal programs Strong focus on healing and community building Housing and Wrap-around Services

Key areas for wrap-around (integrative) services: Transitions From in-patient substance abuse treatment From prison Return of children in child custody matters Housing and Wrap-around Services

Do not want to set vulnerable people up to fail Give them a solid opportunity for recovery and reintroduction to community Tribal-specific treatment and recovery context Still work within NAHASDA regulatory guidelines Housing and Wrap-around Services

Transitional Housing Assistance Voucher Program for recently released prisoners Wrap around services provided Transitional Recovery Home for tribal members exiting substance abuse treatment Modeled on Oxford House Housing and Wrap-around Services

Prisoner Transition Voucher Program
Housing Assistance Vouchers – Specific for Transitioning Prisoners All other NAHASDA eligibility requirements remain in place Participants must be transitioning from prison (within last six months) Certain number of rental assistance vouchers set aside Must be involved with integrative services Housing and Wrap-around Services

Prisoner Transition Voucher Program
Works in the same manner as other rental assistance voucher programs Participants must find a rental unit TDHE will provide voucher for rent to be paid directly to landlord Landlord must sign an agreement Unit subject to inspection by TDHE Housing and Wrap-around Services

Unique elements Before participants enter into program, they must submit to an analysis by tribal interdisciplinary team to determine services needed for transition Team develops recommendations and plan Participant must sign an agreement to abide by the plan Housing and Wrap-around Services

Unique elements Because information is to be shared across tribal programs and departments, requires waivers and consents to be signed There are specific requirements for alcohol and drug abuse treatment information to be shared Housing and Wrap-around Services

Unique elements Requirement: compliance with entirety of transition plan is necessary to remain on voucher program Requirement: must provide information or waivers that allow for housing to determine ongoing compliance PRESENTATION TITLE

Prisoner Transition Voucher Program
Limited Duration Vouchers for prisoner transition are for a limited duration Upon successful completion, participants then would be eligible for participation in regular housing voucher program (which, due to criminal history, they would not otherwise be eligible for) Housing and Wrap-around Services

Transitional A&D Housing
Transitional group home housing for Tribal members and other Indians. Coming directly out of treatment programs for drug and alcohol abuse Would otherwise not be eligible for TDHE housing due to history Provide a minimum of six months in a stable, supportive environment, allow them to develop skills to be self-supporting Housing and Wrap-around Services

Transitional A&D Housing
Requirements for success Maintain the home as a clean and sober environment Need to be able to remove individuals who relapse or otherwise violate house rules immediately Self-sufficiency and participation in governing the house Housing and Wrap-around Services

On-site or readily available staff to provide support Need to get people in right away when complete treatment Provide housing at the back end to transition into Housing and Wrap-around Services

Not a standard rental housing project Several of the goals could potentially in conflict with NAHASDA requirements as well as with Tribal landlord-tenant law Housing and Wrap-around Services

Additional Transitional A&D Housing-specific eligibility requirements: Must be transitioning from in-patient alcohol and drug treatment (within 30 days of completion of treatment) Signed up for outpatient treatment Letter from other service providers saying appropriate for Transitional A&D Housing Housing and Wrap-around Services

Dealing with landlord-tenant requirements of notice and court case Set up Transitional A&D Housing as its own association – with its own charter and bylaws Transitional A&D Housing Association is the tenant, not the individual participants Participants are members who can be immediately removed at any time for a violation of house rules Housing and Wrap-around Services

Dealing with landlord-tenant requirements of notice and court case (con’t) Lease for the Premises is between Transitional A&D Housing Association and TDHE Individual participants sign agreements with the Transitional A&D Housing Association setting out rights and obligations Waive right to any court process; agree to drug/alcohol testing; immediate removal Housing and Wrap-around Services

Dealing with landlord-tenant requirements of notice and court case (con’t) Transitional A&D Housing Association has the authority – without having to go to court – to have a member leave for violating rules Similar to any tenant head of household – can decide who stays and who goes There is an internal process, but no appeal to court Housing and Wrap-around Services

30% Rule Members pay fees to Transitional A&D Housing – cannot exceed 30% of income Transitional A&D Housing pays rent to PNHA – based on 30% of income of members living at the Transitional A&D Housing Calculated share of utilities paid to House separately from fee Housing and Wrap-around Services
