Conference on U.S. Leadership
Joint Standards Development Conference on U.S. Leadership in ISO and IEC Technical Committees Presented by William A Bradley III Vice President Technical Division, AGMA
2
Overview Learning from joint standards development projects
A national project International projects Where the play is today What seems to work What may need adjusting
3
National Standard Development – AGMA/AWEA
Setting the stage AGMA founded in 1916 AWEA founded in 1974 Standards positions in relation to ANSI Both designated by ANSI as SDO's Both participate in international standards National projects between AGMA and AWEA
4
National projects between AGMA and AWEA
Technical Report (Information sheet) Medium size committee AGMA/AWEA 921-A97, Recommended Practices for Design and Specification of Gearboxes for Wind Turbine Generator Systems ANSI/AGMA/AWEA Standard Large (international) committee ANSI/AGMA/AWEA 6006-A03, Standard for Design and Specification of Gearboxes for Wind Turbines
5
International Standard Development – ISO/ISO and ISO/IEC
ISO/TC 60 with ISO/TC 67 ISO 13691:2001 Petroleum and natural gas industries - High-speed special-purpose gear units ISO/TC 60 with IEC/TC 88 (JWG) Project started, introduced within IEC/TC 88 in 2003 Joint Working Group formed between ISO and IEC in 2004 to complete a two phase program.
6
Where the play is today ISO/TC 60 with ISO/TC 67
Revision of ISO 13691:2001 proposed ISO/TC 60 with IEC/TC 88 (JWG) Phase 1 is complete Phase 2 is still at working draft stage

ANSI/AGMA/AWEA 6006-A03 accept as an ISO-IEC Standard
Wind Turbine Standard ANSI/AGMA/AWEA 6006-A03 accept as an ISO-IEC Standard ISO :2005 Developed by Manufacturers Suppliers Users Consultants Next revision in process ISO/IEC JWG Two meetings in 2004, three in International scope, most meetings 40+ attending Demanding applications in many industries always seem to require increased knowledge The Wind Turbine Industry is one of the, if not the most, demanding applications on the rise today - IT requires small compact gear drives to transmit high & fluctuating loads in a very demanding environment of high vibration and extreme temperatures. I also chose this industry as the capacity and gear design Joint Working Group of ISO/IEC is the most active and dynamic of the gear standards developing committees today.

What seems to work Chairman (Convenor) Team work
Strong unbiased Leadership Force all interested parties to express an opinion. Drive discussions to a conclusion Team work Committee members as a team for a common goal Desire for consensus with ability to compromise Willing to accept a majority decisions, by a large %. Technical expertise and knowledge Know what came before, prior to attending a meeting Have experience with what works for the application
9
What may need adjusting
Team work How WG meetings are conducted Agreement in a WG or JWG Technical expertise and knowledge Theory use within standards Defining a “Expert”
10
Good Standards Based on Reliable Technology Promotes Healthy Domestic and International Commerce Thank You
