2 DEFINITION Gender Responsive Budgeting (GRB) is a budget that accommodates justice for women and men in gaining access, benefits, participating in decision-making and controlling resources and equality of opportunities to benefit from the development 2. 3 GRB BASIC PRINCIPLES GRB is not a separate budget for men and women
GRB does not mean there is a 50% male fund allocation - 50% of women for each activity Applying for GRB does not mean there are additional funds devoted to this program It does not mean that the allocation of GRB is in a special program for women's empowerment Not applicable as a basis for requesting additional budget allocations; Not all programs/ activities/ outputs need to be adjusted as gender responsive, because some are gender-neutral.

4 NATIONAL commitment Presidential Instruction No. 9/ 2000 Requires all ministries / agencies and local governments to implement gender mainstreaming in their respective programs and policies. Gender-responsive planning and budgeting are part of a gender mainstreaming strategy. Integration of gender equality and women empowerment into the National Long-Term and Mid-Term Development Goals ( ) Minister of Finance Regulation on preparation and review of work plans and budgets of Ministries/Agencies (2009 – 2015) GRPB should be implemented by Ministries/Agencies by analyzing gender and formulizing a Gender Budget Statement Minister of Home Affairs Regulation No. 67/2011 on General Guidelines for the Implementation of Gender Mainstreaming at Sub-National Level Require the establishment of Gender Focal Point National Strategy for the Acceleration of Gender Mainstreaming in 2012 Driven by 4 (four) strategic ministries: Ministry for National Development Planning, Ministry of Home Affairs, Ministry of Finance and Ministry of Women’s Empowerment and Child Protection

6 PROGRAM AND ACTIVITY (National and Sub-National Level)
Socialization on the gender responsive planning and budgeting Facilitation on the establishment of Gender Focal Point and Gender Mainstreaming Working Group Formulation on the guidelines for the Implementation of gender mainstreaming and GRPB Conducted Gender analysis training at the policy level and Training of Facilitator Technical guidance for the preparation and review of GRPB Formulation on the guidelines for GRPB Supervision APE Award

7 ACHIEVEMENTS The signing of 69 Memorandum of Understanding (MoU) with Ministries/Agencies/Institutions on the Implementation of Gender Mainstreaming and GRB; Conducted technical guidance and training of GRB in 34 provinces, 20 Ministries, 13 Government Agencies, and 9 Educational Institution; Conducted training for 78 certified GRB facilitator; 14 Ministries and 15 Provinces has been categorized as advanced in their progress of GRB implementation

EAST JAVA PROVINCE The establishment of Gender Responsive Planning and Budgeting at the provincial level in order to facilitate coordination of the related activity, such as socialization, advocacy, training, monitoring and evaluation; The establishment of Gender Focal Point Team at the regional work unit level.

10 EXAMPLE OF BEST PRACTICES – COMMUNITY PARTICIPATION Building Better Budgets for Women and The Poor (B3WP) In , advocacy of the gender mainstreaming acceleration through GRPB was conducted by BP3WP Program through their partner institution resulted in the contribution of: Strengthening the capacity of CSOs Strengthening the capacity of women’s groups Capacity building of local government in implementing GRPB More than 70 regional government work unit has involved community elements in the implementation of GRPB (mostly NGOs and universities)

11 challenges Inadequate integration of gender in the institution’s internal culture in order to create a gender responsive environment; The lack of legal tools, analysis and political commitment on the implementation of GRPB; Synergize political commitment, technocratic capacity in the bureaucracy and the role of civil society Lack of data and the ability to perform the selected data processing that is part of GAP analysis

12 recommendationS Establishment of the law enforcement for GRPB implementation, in order to ensure the sustainability of gender mainstreaming acceleration in every stage of development Harmonization of legislation that became the reference for GRPB in the regions Strengthening institutional capability by increasing the quantity and quality of GRPB through gender analysis training and the preparation of GBS Developing GRPB monitoring and evaluation tools
