2 Real Property Management
In 2015, the Public Works Management Leadership Team identified real property management as an issue across Public Works. They assembled a Strategic Initiative Team to find solutions for managing Real Property. The Strategic Initiative team partnered with a team of Public Works Asset Management Practitioners for technical assistance to ensure: The correct data is collected for all parcels Data is easily accessible to all PW staff across many platforms We are able to quickly and accurately report our custody properties to the Exec each year. 5 Asset Management Team Needs Assessment
The asset management practitioners reviewed the status of real property. They documented and defined the following requirements of an asset management system: Defined key assets and attributes to manage property as an asset, including nomenclature and data structure. ATR GIS parcel data integration is required to stop the duplication of parcel data across Public Works. An enterprise database solution is necessary to build an effective property management program at both the division and department levels. May 9th, 2017 APWA Asset Management Brown Bag Slide 5

6 Asset Management Team Needs Assessment
They also identified the following opportunities to improve real property management throughout the department: PPW practices not current with Pierce County Code §2.080 and § Required to “justify departmental retention of all land holdings annually.” Customer service improvement opportunity—unclear who manages property in divisions. 8 Enterprise Asset Management Database (EAM)
Why was EAM Selected? Opportunity to join IT’s enterprise effort to transition Facilities Management and Parks departments to EAM for property management. EAM is the only CMMS IT-approved tool that can fulfill the online mapping and Parcel GIS integration requirements identified. Facilities Management uses EAM, which would streamline our annual reporting to justify retention. EAM is asset management software that can help us track maintenance, operations, costs, condition, and preservation needs of our real property. May 9th, 2017 APWA Asset Management Brown Bag Slide 8

9 Implementation Timeline
In August of 2016 the Public Works management leadership team approved the Asset Management and Strategic Initiative proposal to purchase licenses and development time in EAM. The proposal was submitted to Pierce County IT Governance board. It was accepted in December 2016. Development is slated to begin June 2017. May 9th, 2017 APWA Asset Management Brown Bag Slide 9
