STAC Goals Expand understanding of the SHRP 2 Safety Data
Develop Training and informational material for NDS and RID data Conducted first workshop Second workshop under development Expand access to SHRP2 data Establish Secure Data Enclave in STAC Review of STAC goals and actions to meet these goals. Expand understanding of the NDS and RID Training development – we are in the process of developing targeted training and informational materials to expand awareness, understanding, and ultimate use of these data. The STAC is working with NHI and our NDS and RID support contractors (VTTI, CTRE) on these materials Expand access to these data, incl. PII Pilot test secure data access – The STAC and TFHRC IT staff are working with VTTI on developing in a staged approach secure access to the data including PII(face, GPS, origin/dest); Expand usability of these data Data analysis tools and reduced data set development: EAR video analytics projects – to extract information and protect PII Data analysis – we will be working on developing advanced statistical methodologies with a soon to be developed Expert Statistician Support Team through the Development of Crash Modification Factors program – DCMF is working closely with the American Statistical Association (ASA) on this effort. And this team will provide the expertise for the analytical section of our training, which will conclude with how to clearly communicate results in terms a state DOTs Highway Safety Engineer and Chief Engineer can readily use for decision making. Reduced data sets - to support pilot studies will be developed by the NDS and RID support contractors. This process will start with the RID support contractor focusing on RID variables of high priority to stakeholders and the NDS contractor will provide complementary trip data to support as broad a range of pilot studies as feasible. We will reach out to stakeholders to determine what should be in these reduced data sets. We have already produced a speed zone database from the speed limit signs collected in SHRP 2 mobile data collection project. This can be added to the RID after we expand the speed zone database to roads not driven by in the mobile data collection project but driven by study participants. Expand user base Research opportunities to expand usage of these data have been discussed with the IAPs and BAAs, in addition, we are offering fellowship and stipend opportunities through the STAC IPA: John Ivan, UConn – will be onsite and working on speeding – complements IAP and BAA work. STPDG – summer 2016 opportunities NRC fellow – summer 2016 opportunities Eisenhower fellow (undergrad and graduate possibilities) – Fall 2016 opportunities

Secure Data Enclave (SDE)
Stage 1 Establish a secure connection to VTTI and Access non-PII (Personally Identifiable Information) data (Complete) Stage 2 Get STAC certified as SDE from TRB and Test the connection to access PII data (underway) Stage 3 Upon TRB’s Safety Data Oversight Committee (SDOC) approval, full access to NDS data will be possible from SDE. This will be governed by Data Use License (DUL) for individual studies. (By next year) Two TFHRC security check points – front gate and front desk Authorized key card access to STAC during normal business hours only Reservation required for access Entry requires signed STAC Use Agreement currently under development Users monitored by STAC personnel

SHRP 2 NDS/RID Pooled Fund
Cross-cutting: Safety, Operations, Planning The objective of this pooled fund is to conduct groundbreaking research using the SHRP 2 NDS data and RID that will result in a more efficient, reliable, and inherently safer experience for road users Overall goal is Development of implementable solutions that address high priority issues to State DOT’s Development and improvement of countermeasures and Development and improvement of models and design guides. Goal: Conduct ground breaking research using the SHRP 2 NDS data and RID to advance development of implementable solutions for State DOTs (countermeasures, model development and improvement, policy recommendations, etc) Advantage of sharing resources to cover data and analytic costs with great potential for real breakthroughs in safety, operations, and planning = value to states Safety has a head start, beginning with the 500 research questions that influenced the types of data collected with the DAS, and now FHWA and AASHTO with the IAPs and BAAs have several projects underway in a phased approach. This pooled fund could follow a similar approach and could also take any of the IAP or BAA projects to the next phase towards countermeasure implementation. Operations and Planning most likely would initiate with pilot feasibilities studies to determine how these data can meet the research needs for these disciplines. Ex: Validation, improvement and development of operational models, route choice, air quality modeling.

SHRP 2 NDS/RID Pooled Fund
Technical Advisory committee (TAC) will direct all the pooled fund activities STAC will manage the pooled fund, and under oversight of the TAC, manage the research work plans and contracting process Suggested minimum contribution from participating State(s) will be $50,000 per year for a 5 year period FHWA will issue waivers to use 100% of State Planning & Research (SP&R) Funds for this activity In addition FHWA will contribute $1 Million over the five years of the Pooled Fund.
