2 Establish A Transparent, Effective and Efficient Government
Established New Organization Chart for Strong Mayor form of Government Assisted in reorganization of the police department Utilized social media as a vehicle to share Mayor’s Report biweekly Fire, rescue, police, attorneys, engineers and the DPW partnered to ensure weather, fire and other emergencies were handled effectively and efficiently Established the Parking Fee Ordinance for weekend parking fees at three major parking areas Established fees for municipal services to support Delaware River Steam Train excursions and other events

3 Community Policing Station House Adjustment Program Chaplains Program
Organized and Operated the Fall Festival Downtown Grant for Enhanced Policing Student Reading Program (Grades 1-2) with All Officers Cops & Kids’ Reading Room LEAD (Law Enforcement Against Drug) Program (Grade 6) School Resource Officer Program in Phillipsburg Schools (K-8) National Night Out Increased Positive Contact between residents and visitors to Town

4 New Business and Investments
Attract/Promote New Business and Investments Amended Riverfront Redevelopment Project Facilitated the General Development Plan (GDP) with I-78 Logistics Park Facilitated the soil remediation importation with NJDEP Preliminary and final approval for Riverview at Delaware Station Networked with state and federal officials to assist in the Revitalization of Phillipsburg efforts Local Aid Grant for Heckman Street Small Cities Grant for ADA Ramps

Attract/Promote New Business and Investments – cont’d I-78 Industrial Park redevelopment project is moving forward with planning board submittal forthcoming Successfully relocated Cherry Brook Pet supplies from I-78 Logistics Park to Howard Mobilized volunteer and civic organizations to welcome over 30,000 visitors to Polar Express Placed wayside direction signs in strategic locations Efforts were put into place to dress up our downtown for Christmas

6 Strengthen Neighborhoods
Developed a strategic plan to address illegal dumping Implemented a “Neighborhood Branding Signage” program Road improvements were completed in the Pursel Hill Section of our town Saved over $300,000 by using a polymer oil and chip process Utilities completed major infrastructure upgrades and will coordinate with the town for resurfacing of affected streets Neighborhood meetings will continue to happen

7 Promote Home Ownership
Passed the Abandoned Properties Ordinance encouraging banks to facilitate sales As a result of the ordinance a net was utilized to offset inspection costs

8 Create Self-Sustaining Programs
Passed the Special Use Permit (SUP) Ordinance that require special event operations plans to include but are not limited to event description, schedules, site maps, permits, etc. Additionally, SUP establishes fees for the use of municipal services and properties

9 Enhance Arts, Parks and Recreational Services
Held our FIRST annual New Year’s Eve event in Union Square Organized our FIRST Annual New Year’s Day Hike Youth Sports Volunteers Badge Program

10 Preserve Cultural, Natural and Historic Resources
Procured Special Environmental Project and Highlands monies for the funding of the Morris Canal Greenway & Phillipsburg Heritage Trail System Phase 1 of the Morris Canal Greenway was complete

11 Celebrate Diversity Appointed the first African American Woman to the Housing Authority

12 Ongoing challenges with Opioid addiction
30 years of deferred maintenance at municipal building has lead to major maintenance decisions Delaware River Park I-78 Logistics Park soil Bipartisanship Promote cultural change Lack of retail opportunities on Main Street Vacant homes Ongoing challenges with Opioid addiction Implement Build a Better Block Absentee Landlords
