Thanks for inviting me and for coming today! […who am I? what is my role?] The project is a collaboration of the United National Statistics Division, United Nations Environment Programme, the Secretariat of the Convention on Biological Diversity It is funded by the Norwegian Ministry of Foreign Affairs. This training module will focus on the Ecosystem Services Supply Account

The entire process will take about 90 minutes. Before we start, I’d like to emphasize that I recognize that some of you will be more expert than I in some of the topics we will discuss. One objective, is to bring everyone to the same level of understanding of this topic. This requires a simplification of the principles and concepts. The training unit is still being developed and I look forward to your input to improve it. As with the other modules, Level 1 provides some basic concepts so you can compile a sample Services Supply Account. Level 2 provides information on data sources and gives country examples. First, we’ll review the material in the Level 0 presentation. The Services Supply Account is in physical and monetary terms. We can apply valuation techniques to the flow of services to derive monetary measures. SEEA-EA: Services supply account

What? Physical and monetary flows of “final” ecosystem services from ecosystems to beneficiaries Directly used by (or affect) people Why? Inform policies of contribution of ecosystems to human well‑being Assess trade-offs between development and conservation Link to standard economic production measures in SNA Link to other SEEA-EEA accounts (Condition, Services Use, Monetary Asset valuation) Indicators: Flows of individual services (physical and monetary) change Indices of aggregated services by ecosystem type change This is an area of great interest in the scientific community. It gives ecologists a way to talk to economists. We’re cautious about “monetizing everything” since results can be unusable and misleading. SEEA-EA: Services supply account

What does a Services Supply Account look like? Regulating Provisioning Cultural Land cover Maps Tables Lookup tables Biophysical modelling Valuation Monetary Services Supply In this example, there are many types of services from each ecosystem type. These are derived from spatially-detailed information from field studies, and biophysical modelling. Some services can be estimated from lookup tables. Note that the cropland, forest and heathland are providing a majority of the services measured…(Highlighted in yellow) This is for one accounting period. Ecosystem Extent, Ecosystem Condition Common spatial infrastructure (Spatial Units) Common Classification of services Data: Field studies Transfer from other locations (benefits transfer, valuation) Economic production (agriculture, forestry, fisheries, water) Biophysical modelling Expertise: ecologists, geographers (GIS), economists, policy analysts, statisticians Discussion? Why Services Supply Accounts? Ecosystems provide services that are essential to the economy and human activities: Food supply Clean water Flood protection Carbon sequestration Recreation, cultural and religious importance Ecosystems are being converted and degraded Which ones are most important to conserve? How can they best be managed to maintain services? Link with national planning and accounting to ensure ecosystems are mainstreamed in decisions SEEA-EA: Services supply account

The Ecosystem Services Cascade
People depend on ecosystems for food, clean water, flood protection and much more. We generally think of ecosystems as separate from their services and the value we place on them. It’s nice to have a forest near our home and to enjoy the wildlife. However, the forest is important also for flood protection, water purification, wild food, pollution regulation, carbon sequestration, wind regulation, etc. The Ecosystem Services Cascade makes explicit… Biophysical structures (e.g., forests and wetlands) and processes (e.g., photosynthesis and competition) Support ecosystem function (growth of biomass, , which generate Ecosystem Services. Services, when used (and we apply capital and labour) generate benefits, which can be valued The use of these services for generating benefits, in turn, put pressures on the Biophysical Structures and Processes (e.g., by degradation or conversion). The components of the cascade are also often studied individually…For example, ecologists focus on processes and functions. Ecological economists will use the ecological information to study the services we get from ecosystems. Economists and sociologists are more interested in the benefits and values we assign to the services. The cascade model is a point where these sciences can converge. The ecosystem services cascade also helps us break up what we measure and work with experts in different areas of science and policy. Ecosystem services are the contribution of ecosystems to benefits for people. Ecosystem Service Ecosystem Produced capital, labour Benefit Benefits Beneficiary Another way of looking at this is that we apply produced capital and labour to: Manage ecosystems (e.g., forests, cropland) AND to apply to the services to obtain benefits PEOPLE are the beneficiaries One way to think about it is that there are no services without beneficiaries. Ecosystem services are the contribution of ecosystem to benefits for people… They are not the benefits; benefits require capital and labour to use We need to calculate the contribution of ecosystems, for example: Crops = f(nature, equipment, inputs, labour, energy…) To grow crops, nature provides biomass growth, nutrients, water, flood control, pollination… Without these, there would be no crops. In the Services Supply Account, we measure the physical services (e.g., the addition to biomass of the crop). SEEA-EA: Services supply account

Types of Ecosystem Services
Provisioning Services = goods that can be harvested from, or extracted from ecosystems Example: providing fish for fisheries, or providing wood for timber harvest Regulating Services = the regulation of climate, hydrological, ecological and soil processes Example: pollination, carbon sequestration, flood control Cultural Services = the non-material benefits provided by ecosystems Example: recreation, tourism, providing a setting for cultural or religious practices There are three main types of ecosystem services. Each needs to be treated differently… SEEA-EA: Services supply account

Therefore, it is important to have spatial detail and a good classification of ecosystem types. SEEA-EA: Services supply account

The SEEA-EEA focuses on “final” services The point before human involvement transforms the services to benefits biomass harvesting fish capture Ecosystem processes and functions are not final services e.g., reproduction, predation, food web, nutrient cycle… Biodiversity itself is not a “final” service It is an aspect of Ecosystem Condition and is recorded in the Biodiversity Account. This links back to the Ecosystem Services Cascade…There has been much confusion about how to define and classify “Ecosystem Services” To be systematic for accounting purposes, we need to distinguish the ecosystem functions from final services and benefits… There is still much discussion about whether Biodiversity is a final services. We can use individual species and these species can depend on others. However, the diversity of these species is usually considered an ecosystem condition. SEEA-EA: Services supply account

Based on Common International Classification of Ecosystem Services (CICES) Not mutually exclusive A list of “final” services Detailed (4-digit) Does not include “supporting” or “intermediate” services (= ecosystem functions) We’ve seen this slide before… At 4-digits, we get 48 types (and those can be disaggregated by sub-type, such as type of crop or type of pollutant absorbed) Supporting services (from Millennium Ecosystem Assessment) are considered ecosystem functions since they are not directly used by people… Biodiversity is (a) a separate account and (b) a characteristic of Ecosystem Condition Water and Carbon are also detailed in separate accounts, although a summary of the related services is included in the Services Supply Account. How? Direct measure (e.g., socio-economic survey on recreational use, field survey of available fish…) Remember Level 0 – Biophysical modelling? Lookup tables: Take values from another location Statistical approaches: Estimate based on known explanatory variables Geostatistical interpolation: Estimate from nearby known locations Process-based modelling: Use models of processes (e.g., land cover change, demand for services…) The group exercise will use only Lookup Tables… It is possible to directly measure Ecosystem Services. This requires special surveys or field studies. Ecosystem Services are often modelled using various approaches… SEEA-EA: Services supply account

Group Exercise: Step 1 – Calculate unknown services e.g., Crop for EU04 = (18,700 / 500) * 281.3 e.g., Carbon for EU04 = (500 * 20) Using a calculator or spreadsheet, calculate the unknown services for EUs 4, 5, 9, 10 and 11 for Crop, Recreation and Water. Use the known values to calculate the services per hectare, then multiply by the number of hectares in the EU. Calculate the Totals for each service. (We already calculated Carbon Sequestration in the Carbon Accounting module.) For Carbon, multiply the area by the value in the lookup table (tonnes (ha/year)). This builds your capacity to check numbers, too… SEEA-EA: Services supply account

A full Services Supply Account is more complex than the exercise: More services (48 “final” services in CICES) More types of data (tonnes, risks, visitors, air quality, cultural significance…) Less measured data need models to estimate High variability among ecosystem types and region (e.g., salt marsh carbon = 650 to 1750 tCO2/ha/year) Do not need to include all services: High priority services measure or estimate Get started with available data (Source for Salt Marsh Carbon Chmura, et al. 2003…) SEEA-EA: Services supply account

Example (services in physical units) Remember this from Level 0? The study integrated data from many sources: Statistics on hunting Water extraction Crop and fodder yield (productivity) Pollution deposition by land cover type Lookup tables on carbon sequestration Databases of bicycling paths and trip lengths… =========================================== The units we work with are very different… Therefore, cannot add or compare between services. We could create an index, like the Condition Account example. That would require a “reference state” for services. This is one role for valuation… Question: Is fodder a “final” service? Data options and sources Field studies Literature on similar sites or specific research Transfer from other locations (Benefits Transfer, Valuation) Ecosystem valuation research databases (e.g., Economic production (agriculture, forestry, fisheries, water) Socio-economic statistics already available with spatial detail Biophysical modelling Know conditions, can estimate some services using production functions (e.g., hydrology flood control) As suggested for the Condition Account, an inventory of the services data available would help in finding appropriate data. Data sources: Ecosystem valuation databases Based on codifying scientific studies Include data for many countries, ecosystem type, physical services measures Environmental Valuation Reference Inventory ( TEEB Ecosystem Service Valuation Database (ESVD) Gulf of Mexico Ecosystem Services Valuation Database ( Need to understand location, definitions and methods used This is a source that may be difficult for statisticians to grasp. These databases are the results of thousands of scientific studies. They codify many aspects of each study including biophysical measures of Services Supply. They use different definitions and methods and need to be used with care. SEEA-EA: Services supply account

Data sources: Specific studies & models These may not be included in valuation databases Specific studies: National or regional ecosystem assessments (Millennium Ecosystem Assessment, UK National Ecosystem Assessment) Small-area studies (e.g., one park, one region) TEEB studies and country studies (multiple ecosystems and services) Decision-support models: There are landscape-scale and site-scale models that can help estimate service flows (AIRES, InVEST, LUCI…) See Biophysical Modelling Specific studies may have been done in your country or in similar locations. The information, models and approaches may be useful for you to develop your Services Supply Account. Decision support models also a source that may be difficult for statisticians to grasp. There are many models that can be used to estimate Services Supply from basic data (such as Land Cover, topography, AIRES = Artificial Intelligence for Ecosystem Services InVEST = Integrated Valuation of Ecosystem Services and Trade-offs LUCI = Land Use and Capability Indicator SEEA-EA: Services supply account

Data sources: Special surveys and case studies High-priority data gaps may also be addressed by collecting new data Ecological field studies to determine “production functions” Socio-economic surveys to determine use of services (e.g., water, food, recreation) Case-studies for specific locations or social groups (e.g., dependence on nature of low-income residents) If possible, add questions to existing surveys, for example, Households use of water, source of food, incidence of hazards (flooding, erosion, drought, disease), source of biomass for fuel Special surveys and case studies may be conducted to fill important data gaps… For example, Statistics Canada conducts: Households and the Environment, which is a general survey covering many aspects (recycling, water consumption, use of nature) Farm Environmental Management Survey (cropping practices, fertilizer use, pesticide use…, expenditures) Industrial Water Use Survey (water withdrawals, discharges, costs) Survey of Drinking Water Plants (water quality, treatment costs, withdrawals) SEEA-EA: Services supply account
