Terminology changed in congestion control description to be consistent with TFMCC building block.
NORM_CC_FLAG_LEAVE added per TFMCC recommendation to indicate receivers preparing to leave group and thus should be ignored for congestion control operation.
FEC Payload Identifier fields of NORM_DATA packets consistent with format given in FEC Building Block RFC
References and Security Considerations finally completed.
NORM-CC operation has been tested on Ethernet in addition to previous ns-2 simulations.

5. Next Steps Internet drafts are stable.
NRL open source implementation will continue to mature.
Further experiments and simulations will be performed with the protocol.
