1 Fort Stanwix National Monument Energy Audit Contract
FSNM Expectations Contract Customer: FSNM, contact: Debbie Conway Guide: Brian Thorn P09453 Please Note: In place of traditional MSD Specification Section

2 Project Expectations - Contract
FSNM Project expectations specifies the energy assessment process, content and outcome – ‘What is included and captured’ FSNM expectations define the explicit actions, information, analyses and results that FSNM energy audit project will encompass

3 Scope of FSNM Energy Audit Project
The Team will: Perform an energy audit in line with EPA and Energy Efficiency and Renewable Energy guidelines Perform on site inspections as part of the audit process Determine energy saving opportunities (ESO) Prepare a detailed engineering and economic report assessment report Review current utilities billing structure Develop and Implement pilot renewable energy scale project article

4 Energy Audit: Expectations & Details
Data Collection: Obtain site schematics, and additional information required to conduct the audit Obtain existing systems specifications and environmental criteria Collect general site info: Size, age, condition and general use Description and envelope of site Collect and summarize: Energy costs & consumption data for past 2 years Utility & water usage for past 2 years Visitor data Establish previous energy-related improvements

5 Energy Audit: Expectations & Details
Data Analysis: Construct current energy consumption profile Analyze efficiency of Willett Center building envelope Evaluate inefficiencies for energy savings opportunities Model systems & equipment energy consumption Quantify current energy consumption Generate occupancy patterns and schedules Establish ‘base year’ average energy consumption Analyze utility trends and/or anomalies Charts and graphs describing current energy use patterns

6 Energy Audit: Expectations & Details
Inventory systems and equipment: Compile inventory and perform physical inspection of mechanical & electrical system: Cooling systems and related equipment Heating and heat distribution systems Automatic temperature control systems and equipment Air distribution systems and equipment Outdoor ventilation systems and equipment Kitchen and associated dining room equipment Exhaust systems and equipment Hot water systems Interior and exterior lighting Water consumption end uses

7 Energy Audit: Expectations & Details
Elicit systems and equipment energy usage through: As applicable to each system: Loads Proper sizing, Efficiencies Hours of operation Current operating condition for systems Feasible replacement systems Perform onsite assessment

8 Energy Savings Opportunities: Expectations
Identify and propose potential ESOs at FSNM Provide implementation plan with requirements Short term – operation and maintenance approaches Long term – retrofit through replacement, upgrade systems Provide analysis methodology with environmental considerations Provide detailed justification supporting proposed maintenance, material, system, equipment and operational savings Comply with applicable state, federal and local codes and regulations for all proposed ESO

9 Energy Savings Opportunities: Expectations
Economic Analysis of ESOs Provide detailed estimate of the cost Estimated annual savings with variances Detailed life expectancy of each ESO with return on investment

10 Review of Current Energy Billing Structure
Determine utility tariffs and commodity price histories Supply current ESCO rate options Provide billing structure of alternative energy service companies (ESCOs) Provide, if applicable, rate-saving proposals

11 Pilot Renewable Energy Scale Project
Evaluate renewable energy options Generate possible demonstration scale projects Select appropriate renewable energy project Design, construction and test scale project Implement scale project

12 Report Content Expectations
Format: Executive Summary Table of Contents Intro: Purpose, scope objective Facility Description Current Energy consumption Energy Saving Recommendations Energy Bill Analysis Implementation plan Renewable Energy demonstration scale-project Conclusion Appendices

13 Initial MSD Specifications Attempt:
A product specification has a metric and a value An energy audit falls outside of traditional product specifications terms The traditional specifications approach does not align to an Energy audit

14 Specifications – Traditional approach
Need # Rank Description Metric Units Marginal Value Ideal Value CN1 1 Reduce total cost of energy at FSNM Reduction in total projected monthly energy costs considering implementation costs US$ >$350 CN2 Recommendation of potential energy saving opportunities # of Energy Conservation Measure opportunities # > 5 options CN3 Evaluate energy saving opportunities budget impacts Economic implications of the energy saving opportunities – ROI, investment costs Time CN4 Understand current energy use Perform an energy audit of FSNM focused on the Willett Visitor Center - Highest Energy Use System Cost CN5 Evaluate current gas and electricity billing structure Electricity - ∆ monthly $/kW Gas - ∆ monthly $/Therm $/kW $/Therm < 30% < 10% CN6 Investigate alternative ESCOs and billing structures Electricity - %∆ monthly $/kW Gas - %∆ monthly $/Therm CN7 2 Analyze impacts of a 'green' billing structure Change in ($/kW*yearly consumption) vs. tax incentives/year

15 Specifications – Traditional approach
Need # Rank Description Metric Units Marginal Value Ideal Value CN8 1 Develop a pilot test of a renewable energy project Projected energy savings per year (% of scale) US$ > $500 (10%) CN9 Implement a pilot renewable energy demonstration-scale project N/A – further definition required CN10 A comprehensive and cumulative final energy assessment report N/A CN11 3 Develop a training program on energy saving techniques for FSNM employees Amount of per employee time required each 6 month period Time < 2 hrs CN12 2 Energy conservation software for tracking energy consumption Approved by the DOE & EPA for energy management - Multiple options: cost base <$5k CN13 Environmental conditions of specified FSNM locations remains with tolerances Specified relative humidity ± 5% %relative humidity % 49%
