MHz (See AI 2.3) ECC DEC (13)03 MFCN Supplemental Downlink The harmonised frequency arrangement is based on a block size of 5 MHz, resulting in the following 8 frequency blocks in MHz Technical conditions BEM has been derived to allow coexistence between MFCN SDL in the MHz band. OOB emission limits for MFCN SDL have been defined to address compatibility between MFCN SDL in the MHz band and other applications in adjacent bands but in the same geographical area. Others deliverables address adjacent channel compatibility between MFCN SDL and other terrestrial applications, cross-border coordination issues The designation of the frequency band MHz to MFCN SDL does not prevent administrations from using part of the band for terrestrial broadcasting, aeronautical telemetry, MFCN other than SDL or other terrestrial applications to adapt to national circumstances Downlink (base station transmit) 40 MHz (8 blocks of 5 MHz) Footer - add copy here

7 2 GHz ECC DEC (06)01 (updated in 2012)
This ECC/DEC/(06)01 initially entered in 2006 and addressed both paired ( MHz and MHz) and unpaired ( MHz and MHz) frequency bands. The scope was limited to UMTS ECC conducted in a review of this ECC Decision The band MHz, although licensed in many countries, remains not much used at the time when this revision was made, and the use of frequencies in the band MHz has been authorised in few countries only. In consequence MHz and MHz frequency bands have been removed from the frequency arrangements in Others harmonisation measures for others usages than mobile usage are under development ECC updated this Decision in 2012 to reduce the scope on the paired arrangenment and to introduce technology neutrality MHz is paired with MHz for FDD operation Technical conditions are based on the BEM approach applicable to FDD base stations in the band MHz Footer - add copy here

9 Licensed Shared Approach ?
“A regulatory approach aiming to facilitate the introduction of radiocommunication systems operated by a limited number of licensees under an individual licensing regime in a frequency band already assigned or expected to be assigned to one or more incumbent users. Under the Licensed Shared Access (LSA) approach, the additional users are authorized to use the spectrum (or part of the spectrum) in accordance with sharing rules included in their rights of use of spectrum, thereby allowing all the authorised users, including incumbents, to provide a certain Quality of Service (QoS)”. MHz – Work in progress ECC DEC (05)05 ECC is currently updating the regulatory conditions to add technical conditions to the frequency arrangement also suitable for new usage (small cells, SDL) : technical conditions from CEPT report 19 will be added to ECC framework with additional explanation This is also an opportunity to improvement the frequency arrangement in the MHz MHz is still largely unused even if authorisations have been granted in number of CEPT countries.
