2. This tutorial provides step-by-step explanations for the pre-registration on-line of substances under REACH.
There are two alternative routes for pre-registration (IUCLID 5 plug-in and offline encoding using XLM format) which are not described in this tutorial.
Pre-registration(s) shall be submitted before 30 November 2008

- A computer with an internet connection
A valid address*
(*) IMA recommends you to create a specific address (such as to centralise the official REACH information flow. Please contact your IT manager to create this address.
Information requirements:
Contact details of the legal entity (including billing details)
Details of the contact person
Substance information (name, EINECS, CAS, tonnage band)

4. Step 1: Legal entity sign-up

Each legal entity who has an obligation to pre-register needs to sign up individually. If a 5 legal entities within a Group shall pre-register, you will have to repeat 5 times the sign up.

Do not provide VAT number or D-U-N-S number. They are not mandatory and can create problems (bugs) if you need to pre-register twice (e.g. as a manufacturer and as a only-representative).

To determine your company’s size, you must calculate staff headcount, annual turnover, and/or annual balance sheet according to Commission Recommendation 2003/361/EC concerning the definition of micro, small and medium-sized enterprises

The contact person is the person appointed by the legal entity to manage the REACH obligations. He will receive all the information from ECHA and other (pre)-registrants.

You need a valid EINECS or CAS number
The other identifiers are given automatically and you cannot modify them.

A similar substance is a substance you have identified for possible read-across. Mentioning similar substances will not trigger new obligations but will allow you to declare a possible read-across and thus a reduction of unnecessary testing.

30. Appointing a third party can be useful for instance if the company want to hide its identity. In doing so, only the details of the third party representative will be known to the other pre-registrants and not the details of the company.

Here, you may enter comments which might be read by the other pre-registrants of the same substance. EChA and the Commission will not read them.

35. Step 3: Pre-registration
Repeat step 2 for other substances to be pre-registered by the same legal entity
