12 Conclusion  The first concern in regulation biotechnology is to ensure the protection of human health and the environment The regulatory system should not place unnecessary burden on the industry or barriers to its development  A system that provides sound advice and proportionate regulation and has the flexibility to respond to the fast moving development in the technology and to public concerns
