ACTEA Presentation: A Distributed Work-Based Learning Teacher Model

Why now: a BOCES WBL Service?
Many/most districts do not require a 1.0 FTE for WBL experiences. Finding/creating a district person as qualified and then adjusting the teaching schedule along with budget constraints has been challenging for districts. The CDOS Credential and 4+1 CTE Pathways option has created the need for required hours of WBL. Districts are turning to BOCES for cost effective, high quality services and looking to save long term legacy staffing costs. Districts have confidence in BOCES CTE and CTE related programs and services: experience and outcomes.

How does it work? Promotion of the service that includes scope of work, outcomes, structures, actual costs and cost. Interview and recruitment of WBL teachers (.4 or .6 or .8 FTE vs. 1.0!) Orientation with district and building administration, meet teacher, agree on outcomes and schedules. WBL teacher assigned to each district two days/week.

Priorities directed by the district
STUDENT DISTRICT Recruit employers and community buy-in Industry Advisory Boards (IAD) Guest speakers and seminars, special projects Career Day(s)/ Interviewing practice forums PTECH or other special schools: i.e. Arts Student data and reporting Workshops for staff, teachers, parents CDOS/4+1 students to meet requirements Work experiences: paid, internships, shadows, service, school based, entrepreneurship Summer Youth placements Classroom instruction, individual coaching/ instruction Career Plan/ Employability Profile College/parents

Teacher Supervision and Quality of Work
Supervision by Principal (POR); local supervision by onsite administrator. Specific and clear conditions of employment, practices, procedures and policies. Office/phone/ /student system access, etc. What to do if……………… School calendar, closings, adjustments. BOCES WBL teacher as a “member of district faculty” and community, completely integrated and engaged.

How Do We Measure and Report Success: As a BOCES Program and to the District?

Student Focus The number of students the WBL teacher has “connected with” during the school year; Students placed in internships, job shadows, paid positions, etc.; The number of employers who host, attend IAB meetings, bring suggestions to the IAB and take students; employer student evaluations at the end of the experience; students who get hired! Increased school engagement: attendance, participation in activities; student feedback surveys; Increased academic performance; Post HS aspirations increase: college, work, other.

District focus The number of students enrolled in the WBL program with successful outcomes; How many students complete their CDOS 54 hour requirement and/or other internships goals; Curriculum related to WBL, employability skills are now taught by a work-based professional relieving other teachers and offering expertise; Fulfills district mission for senior real world experiences in careers they are interested in; Cost effective and no legacy expenses; Assured quality, supervision, expertise.

Program Details BOCES HR, conditions of employment, Union and other BOCES structures in place; District agreement renewed each year; Costs and fees, billing – aide and monitoring; Use Perkins to launch and/or support; Grow slow….build on success, word of mouth: parents, students, employers, get PR in the community! Includes ELL’s; All BOCES WBL teacher collaborate, PD together, share materials and employers!
