BACKGROUND Montenegro has ratified the United Nations Framework Convention on Climate Change (UNFCCC) by means of succession, on 23rd October 2006 (Official Gazette of SRJ – International agreements No. 2/97), with date of entry into force of 21st January 2007 Montenegro is a non-Annex I party to the Convention. BACKGROUND Montenegro ratified the Kyoto Protocol on 27th March 2007 (Official Gazette of Montenegro No 17/07) Montenegro will align itself with the EU position and actions in regards to ratification of the Doha amendment to the Kyoto Protocol Ministry of Sustainable Development and Tourism has general competencies in the area of Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Chapter 27: ENVIRONMENT

Chapter 27: Environment and Climate Change EFFORT SHARING DECISION Transposition of the ESD legislation is at early stage i.e. planning of the transposition Currently Montenegro does not have institutional setup in place for the implementation of the Effort Sharing Decision As a non-Annex I Party to the UNFCCC Convention Montenegro has no quantitative commitments for reductions of GHG emissions, but it is required to regularly provide National Communications (NC) Nevertheless, Montenegro as candidate country for EU accession will continue to focus its future policies towards alignment with the EU strategies and policies and towards future global climate agreement M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Chapter 27: ENVIRONMENT

Chapter 27: Environment and Climate Change EFFORT SHARING DECISION Within the first NC the preliminary projections of GHG emissions until 2025 in Montenegro were prepared Methodology for development of projections focused on energy and non-energy sector (industrial processes and waste) it did not considered implementation of EU climate change acquis. Chapter 27: Environment and Climate Change EFFORT SHARING DECISION- transposition plans Initial effort in developing of the projections of GHG emissions in sectors covered under ESD and identification of potentials for limitation/reduction of GHG emissions achieved through first NC will be strengthened and improved through second NC and other complementary activities i.e. National Strategy of Air Quality Management, Technology Needs Assessment etc. Ministry of Sustainable development and Tourism (MSDT) will coordinate development of National Strategy in the area of climate change. Chapter 27: Environment and Climate Change CARBON CAPTURE AND SOTRAGE (Directive 2009/31/EC) Transposition of the CCS legislation is at early stage i.e. planning of the transposition Currently Montenegro does not have institutional setup in place for the implementation of the CCS directive Ministry of Sustainable Development and Tourism will start drafting of the CCS legislation in 2015 Montenegro is currently drafting the Amendments to the Decree on projects that are subject to elaboration of EIA which will transpose provisions of the Directive 2009/31/EC amending Council Directive 85/337/EEC as to include provisions on CCS M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Chapter 27: ENVIRONMENT
