3 What is ACDBE? The ACDBE program was prepared in accordance with the Department of Transportation’s (DOT) Final Rule 49 C.F.R. Part 23 The ACDBE certification affords businesses the greater opportunity to compete for concession opportunities – it does not necessarily guarantee award of a contract. Firms that provide goods or services or firms that can provide a particular service to an existing concessionaire are encouraged to apply.

4 ACDBE Program Objectives
To ensure nondiscrimination in the award and administration of opportunities for concessions by airports receiving DOT financial assistance; To create a level playing field on which ACDBE’s can compete fairly for opportunities for concessions; To help remove barriers to the participation of ACDBE’s in opportunities for concessions.

5 Eligibility Requirements
Size standards: Based on NAICS and SBA size standards. DBE – Full SBA size standard with cap of $22.41m; SBE/MWBE – ½ of SBA size standard; ACDBE – Concessionaires and suppliers $52.47m Ownership: At least 51% of the firm’s ownership must be held by members of socially and economically disadvantaged groups. (Woman, Hispanic, Asian, Black, Native American) Time in Business: Actively in Business (6 months for SBE/MWBE) Personal Net Worth: Less than $750,000 PNW Work Type: DBE – Commercially Useful Function; SBE/MWBE – Construction & Professional Services; ACDBE - Concessionaire or Provides Goods or Services to Concessionaires Cost to Apply: Free

6 Certification Process
The applicant firm is to complete and submit a 21 page application available at | Business Services | Doing Business w/City | Applying/Renewing Once complete submit application to 201 W. Colfax Ave. Dept. 907 | Denver, Colorado 80202 An analyst is assigned and will review documentation submitted Site Visit to business – Analyst will arrange a site visit to interview applicant, tour the business, verify documentation submitted in the application Analyst will compile all information gathered during the review process and prepare to present to certification committee Applicant is notified results via mail Processing an ACDBE application may take 30 days, DBE/SBE/MWBE may take days
