INTRODUCTION PURPOSE OF CAMPAIGN
To give an overview of the current system used in revenue collection. Highlight challenges of the existing system Inform the target audience on the need to change the system Give an insight of the proposed new system and discuss any improvements before deployment. REVENUE AUTOMATION

OVERVIEW OF EXISTING SYSTEM
Revenue collected manually using accountable documents Payment mode is only cash or cheques Revenue collector has to report what he/she has collected otherwise office cannot easily establish Business registration and invoicing done manually thus prone to duplication and difficult to follow up Revenue reporting done manually thus prone to mistakes Revenue forecasting done manually which at times is biased. Manual receipts issued can be easily altered and go undetected REVENUE AUTOMATION

………..CONTINUED Revenue collected in field has to be surrendered and entered into LAIFOM system for it to be officially received. LAIFOM system produces reports but with limited analyzability. REVENUE AUTOMATION

Accountable documents are prone to unlawful duplications
The main challenge with the existing system is that everything is done manually. Accountable documents are prone to unlawful duplications Management of accountable documents is difficult There is a lot of revenue lost due to leakages. Collectors are handling a lot of cash which is risky. Registers are obsolete thus cannot be relied upon. Revenue forecasting is a nightmare as you can not estimate with a high degree of certainty that a given source of revenue can grow this much. REVENUE AUTOMATION

Manual Bank reconciliation
….CONTINUATION It is a hard task to assign targets to sub counties for some revenue sources e.g SBP, advertisement, and land rates. Manual Bank reconciliation No integration with ifmis or any other Agent(i.e Bank & Mobile ---payments) Limited Number, types and forms of Reports. Poor accessibility and Administration; One can only use this system when connected to the Kwale government LAN (it is not web based). REVENUE AUTOMATION

NEED FOR AN AUTOMATED REVENUE COLLECTION SYSTEM
Based on the highlighted challenges of the manual system currently in use, there’s need to have an automated system which will: Be able to collect and report revenue on a real time basis. Geographically locate all businesses. Be capable of allowing multiple payment modes ( Mobile money, plastic money etc). Allow for intelligent reporting and analysis Allow citizens transact with the county at the comfort of their homes/offices. REVENUE AUTOMATION

Be able to collect revenue with use of POS devices.
Be able to allow for integration with other systems such as IFMIS and the Bank. Be able to collect revenue with use of POS devices. Produce secure receipts and licenses which cannot be forged. Allow access to the system from anywhere in the world thus enhance monitoring of revenue. (be web based) Geographically assign revenue targets with certainty. REVENUE AUTOMATION

KEY PROCESSES CITIZEN REGISTRATION
Citizens will be able to register/ be registered into the system. All citizen’s obligations are captured based on nature of interaction with the county and businesses run. The obligations include but not limited to payment of permits, licenses, public health charges, weights and measures charges etc Priority of payment of obligations can be assigned based on county policies. BUSINESS REGISTRATION
……….CONTINUED BUSINESS REGISTRATION After citizen registering/being registered, business is physically verified by responsible officer and geographical location captured with aid of data collection device Business formally registered into the system and quotation/invoice produced. E-slip is generated which will be used in making payment whether through mobile money, direct transfer, cash through POS or direct banking. If paid though mobile money or bank, citizen can logon into the system and print the receipt from wherever they are otherwise they can visit any county revenue office and be issued with a receipt REVENUE AUTOMATION
