12 First Key Finding An individual’s level of transportation disadvantage is the combined result of: Household circumstances Availability of a vehicle and driver’s license Geography Language Gender Access to mobility services Limited English proficiency, being unemployed and being female increase the likelihood of being transportation disadvantaged. Being transportation disadvantaged is a continuum rather than an absolute status.

13 Second Key Finding If you are going to serve transportation disadvantaged population mobility needs, you need to facilitate and support an array of multimodal options including: Transit Human service agency transportation Carpools and vanpools Improvements to facilitate biking and walking

14 Third Key Finding While there is a vast array of mobility services and financial incentives available in Fresno County, navigating the information system to find out what mobility services are available for the trips a person needs to make is not easy.

15 Coordinated Plan Strategies and Priorities
Financial sustainability of strong existing network of multimodal mobility services in Fresno County Non-profit and public agencies continue to receive FTA 5310 funding for replacement bus, expansion bus and equipment needs Countywide Mobility Manager supervising 4-6 community Mobility Managers would provide the human link between the mobility network and populations addressed by Gap Analysis findings

17 Expand on Successful Vanpool Initiative
In 2014, there were 54 farmworker and 139 commuter vanpools in Fresno County FCRTA purchased 70 vanpools enabling lower monthly seat costs for low income workers Amount of additional 2014 FTA 5307 monies received was estimated at $2.5 million. Strategy in Coordinated Plan was to increase FCRTA-CalVans partnership by 90 vanpools over 5-year period
