Cadet Cell Phone Policy White Book
When carried? Where carried? When used? Where used? 4C Usage in Barracks? 4C Training Week? When briefing this slide, ensure you emphasize they should minimize use to outside classrooms and in their rooms. *All Cadets are encouraged to carry cell phone *Only usage is INSIDE barracks [4C MUST be inside room] *Only use outside barracks is for official college business *Cell phones kept in book bags and programmed on SILENT when outside barracks *Messages retrieved only inside and NOT in classrooms [4C may not retrieve messages except in barracks] *Cell phones with camera must be turned off in areas where there is a reasonable expectation of privacy *College officials [professors] may restrict further usage via their syllabi to maintain classroom environment *Remainder of 4C cell phones will be collected by TAC team upon arrival on R-Day, secured and returned to 4C on Sunday Beach House Day at 2130 after Music Appreciation] (Applicable to Athletes) Athletes*4C cell phones will be collected and secured by respective TAC team during Fall Sports Cadre and returned to 4C when they move to home companies

Emergency Management Bulldog Alert System www.bulldogalert.info
As part of our ongoing effort to provide the safest environment possible for our students, faculty, and staff, we have implemented a new emergency notification system called BulldogAlert which will allow us to communicate important information to our campus population. In the event of an emergency, college officials will contact all or select constituents by , text message and by phone with a recorded message. Students may update their information online by logging in to PAWS. Briefly summarize Virginia Tech…One of the items identified is notifying the campus immediately. When you get your cell phones and laptops back, one of the first things you will need to do is register your and cell phone through the Bulldog Alert System. This will provide you immediate updates on any emergencies. Keep in mind that some notifications will be passed down through your chain of command. There is also a giant voice system on campus if phone or contact is not available.

What to do in case of… (Refer to for all Citadel Emergency response plans.) Fire Emergency Lock Down Suspicious Person/Behavior Building Evacuation Procedures Hurricane Ops Plan Quick Guide Granted we are in a military environment, however just like other colleges we have emergency plans. Plans which require some planning on your part as well. We’re going to cover these items today, but after this you need to read the Campus Emergency Response Plan to ensure you have a good understanding of what to do. Specifically, let’s discuss Hurricanes. How many of you live in state? How many are out of state? The reason I am bringing this up is that we are in the middle of hurricane season, and we have the same probability of a hurricane making landfall. One of the things you need to work on is planning on what happens if we are given an order to evacuate. This may require working with your parents and classmates to decide where you will go to until the storm passes and the all clear is given. If you have questions after this, please see me.

Emergency Management: FIRE
CO’s must have a copy of what to do in case of a fire. Find a “Fire alarm” and PULL IT! Make sure to call 811 (public safety) Notify others and assist any personnel in emergency area. Confine the fire if able and evacuate to a safe area. There needs to be a designated area for evacuation to help with accountability. When it comes to any of the following scenarios, do not try to be a hero. In this case, if the fire is small, and you are nearby, help to contain it. Otherwise evacuate the barracks. Your chain of command will conduct accountability.

Emergency Management: Emergency Lockdown
Seek immediate shelter to hide. Lock all doors, windows, and close blinds. Hide, do not reveal yourself unless you are sure of proper law enforcement arrival or the “all clear” has been given. Activate communication devices also to help with communication to other parts of campus. This is based on the Virginia Tech incident. Again, do not try to be a hero. If the person has a weapon, your chances of survival are better by not making yourself a target. This is one of those situations where the less accessibility the person has, the better and where having your cell phone ready is a must.

Emergency Management: Suspicious Person/Behavior
Do not attempt to confront suspect individual. Do not allow anyone into room/building that is suspicious. If they are attempting to leave, let them and call Public Safety. If you have a civilian or even someone in a military uniform that does not seem to be familiar to you, this is where you need to seek out a guard team member or your chain of command or a TAC officer. Again do not play hero.

Emergency Management: Building Evacuation Procedures
When a fire alarm has been sounded evacuation is mandatory. Do not use elevators. Take key, ID, and Cell Phone. Move all Personnel to Safe area. Once the fire alarm goes off, don’t try to help fighting the fire. Get outside and get accounted ASAP.

Barracks Security Locks on Doors Fire Safety
Doors are always secured when room not occupied If you are locked out All room doors locked after TAPs Fire Safety Alarm Tampering Smoking Policy Open flames or candles are prohibited TAC Officers/COC’s/Night OC’s Sign-in and Sign-out Procedures Mandatory when missing a formation or scheduled event Used to sign-out for special leave, furlough, and any evacuation 4C Guard Duties Unauthorized Persons Incident Reports/ Notifications Even though we have an honor code, there have been situations with barracks thieves and grudge actions and new rules have come out regarding rifle security. Bottom line: When you and your roommate are out of the room for class or other activities, lock your room. All doors will be locked after Taps. When it comes to Fire Safety, do not tamper with alarms, or you will pay for it. There is no smoking in your room or anywhere on campus, nor can you possess tobacco products on campus. Do not use scented candles or use a hot plate to melt the candle. If you spot a fire notify your chain of command or the TACs. When you get your laptops back, you be trained on sign-in and sign-out procedures. This is used to tracked your accountability status. When ever you will miss formations or go on furlough, sign out before you go and sign in as soon as you come back in. Next semester you will be placed on the guard team. Prior to that you will be trained. When it comes to the barracks, you will have parents, alumni, and the occasional reporter try to ask to come in. The rank holders on the guard team should be leading the action and it is important that you support them. Be prepared for the fact that you will write information down on an guard log. When you do, be able to answer who what where and when…just the facts.

Sexual Assault and Response Coordinator (CARE): Janet Shealy, Thompson Hall, 1st floor Room 105 The Ombudsperson : Major Elizabeth Conner, , Daniel Library, 1st Floor Major Shamus Gillen, , Admissions Office, Bond Hall, 1st Floor Citadel Public Safety: Safety Risk Management : Citadel Infirmary : Counseling Center : TAC Officer If you have an emergency situation, these are the people you can call to ask for help. You will have a crisis resource directory in your room, but I would recommend programming some or all of these numbers in your cell phone in case.

Community Security Downtown Safety Tailgating Policy Company Parties
Community Relations Hitchhiking Off Campus Emergency Downtown (Charleston, Beach, etc.). You have to have situational awareness. Make sure you travel in pairs and you have your cell phone. If something happens contact local law enforcement. Tailgating is not permitted. Legal age to drink is 21. Company Parties – You may be approached to help fund the senior party and that everyone contributes. There is no funding. You may also be asked to fund a company party for later in the year around the time you get recognized. Community Relations - When it comes to community relations, that uniform makes you an informal representative of this institution…don’t tarnish it by doing something dumb. At the same time, you are not the formal spokesperson of the school. If you are approached by reporters or other folks who ask about cases/issues related to the school politely indicate that they should contact the school. HITCHHIKING. Do not hitchhike. Call your company commander, 1SGT, or senior mentor if you are stranded. Off Campus Emergency. Call 911 then notify your chain of command as soon as the situation calms down.
