Tropical Cyclone Winston
AMB responds on behalf of our province to natural disasters such as the recent cyclone Winston which devastated the Fiji islands – where a huge proportion of the population were without housing – and some still are. AMB has been working with Anglican agencies worldwide to provide support for emergency relief through the diocese of Polynesia and relief agencies. Funds were sent immediately after the disaster to support relief efforts The Care Committee for Disaster response was established by the diocese of Polynesia and supported by AMB AMB responds on behalf of our province to natural disasters such as cyclone Pam in Vanuatu and the recent cyclone Winston which devastated the Fiji islands. These disasters appear to be growing in frequency and intensity. The Care Committee for Disaster response was established by the diocese of Polynesia and is being supported by AMB. Maniava Rebuild $136,000NZ raised
An appeal to rebuild Maniava - a remote and very poor village completely devastated by the cyclone was launched by AMB Our church has responded admirably to the appeal with support also coming from Australia (AOA and AMB) and the USA (ERD and the diocese of Texas). The rebuild is being overseen by the diocese of Polynesia Care Committee, with many contributing to the rebuild effort. Maniava Rebuild Children’s School Hostel nearing completion
Maniava children and the children of neighbouring villages, board during the week near the school. The previous shelter was devastated. A new more resilient hostel with new ablutions is nearing completion. The Hostel will double as an emergency shelter should the need arise again. Our church has responded admirably to the appeal to help rebuild Maniava village with support also coming from Australia (AOA and AMB) and the USA (ERD and the diocese of Texas).

Maniava Rebuild 6 Houses Completed May 2017
The original target was to replace 33 Homes We have sufficient funds to complete 15 homes, with 6 already complete The first home rebuilt was for the oldest woman in the village. Although relatively simple in design and construction, the new houses are solid and resilient Villagers have been working on the rebuild themselves, compromising crop planting. Our church has responded admirably to the appeal to help rebuild Maniava village with support also coming from Australia (AOA and AMB) and the USA (ERD and the diocese of Texas).

ORAC Visit to Maniava Sept 2016
Key development leaders from around the South Pacific visited Maniava village in September These leaders who were from Australia, New Zealand, Polynesia, Papua New Guinea, Melanesia, Vanuatu and Fiji resolved to work together to help those in emergency situations. The Anglican Alliance Pacific Regional group have been brainstorming for 5 years now and are starting to get some traction. This year they have decided to place climate change, renamed climate justice as our top priority. They resolved to share information and resources and to work together on this critical priority for the Pacific, and the world at large. Motion 13 Church Response to Natural Disasters
This General Synod / te Hīnota Whānui 2016 therefore: Mandates the Anglican Missions Board to work with other relevant service providers of the Church to: a Establish a clear resilience strategy that would strengthen the Anglican Church of Aoteraroa New Zealand and Polynesia’s response to any future natural disaster. b Develop clear strategies linking the Anglican Church of Aoteraroa New Zealand and Polynesia with disaster relief agencies to enable a cadre of Church Community trainers who are then tasked in training the youth groups of the parishes in disaster preparedness. c Develop a Diocesan Rapid Response Plan that would allow the Anglican Church of Aoteraroa New Zealand and Polynesia to respond in a timely and strategic manner to any community affected by a natural disaster in the Pacific Island Countries under its jurisdiction. d Link into the Disaster Risk Reduction networks with a view to creating partnerships with other like-minded bodies involved in the area of jurisdiction of the Church. e Create a conducive environment for longer term partnerships between parishes in New Zealand and those in the Diocese of Polynesia with the objective of developing longer term twinning parish partnerships on resilience and preparedness. f Engage and empower Three Tikanga young people to be involved at every level of visioning, strategic planning and implementation around building resilience and disaster preparedness. 2. Invites AMB to consider this motion as a priority in its work plan for 3. Mandates GSSC to monitor the implementation of this motion in close collaboration with the AMB and other relevant partners and report back on its implementation at the General Synod / te Hīnota Whānui 2018. The motion asks AMB to look at this. I can report AMB is looking at this – and I’ll talk about this a bit more.

Motion 13 Church Response to Natural Disasters
Hui Notes of meeting Thursday 26 Jan 2017: ++Philip, Michael Hughes, Fei Tevi, Robert Kereopa Discussion Points: AMB approach – accompanying the churches and responding to their needs eg Vanuatu container with Fr Mike. The Anglican Alliance – Pacific Regional committee have established Climate Justice as the top priority in our region. Motion 13 drawn from T3 Youth Synod. Youth have been training in preparedness. Frequency and Intensity of Natural disasters expected to increase – how can we as a church respond to prepare our communities. University of South Pacific – work on Vulnerability assessment. Our Church in Tonga have 2 geo-imaging specialists who can ID vulnerable spots. A meeting was held in Auckland coordinated by the Gsec to discuss Motion 13 There was a strong encouragement and consensus to move this concern forward. The Church needs to respond. It needs a plan, it needs a structure, it needs people responsible and trained, it needs action.

How can we add value? Recommendation:
Strategic intervention to build greater resilience & partnerships. Train and engage our Youth. Mapping vulnerabilities. Climate displacement resettlement. Make progress by 2020. Anglican Overseas Aid (Australia) and CAN DO Church development network seeking partnership. CAN DO meeting in Fiji late February. Opportunity for partnership and funding. Social Justice Unit can play a role in advocacy and resettlement? Recommendation: AMB have a Strategy paper ready for discussion at their July meeting in Christchurch, noting the various strands under action: CAN DO meeting in Fiji in late Feb. Archbishops regional meeting on the Gold Coast in March. Youth Training workshop in April. Hong Kong meeting – some Council of East Asia primates. Priorities of Anglican Alliance Pacific Regional Committee. AMB is making prepns for putting together a strategy and will be discussing this at their next meeting in July: A Plan for DOP and a person designated to oversee this work A Plan for the province A plan for regional and ecumenical cooperation. Oceania Fono a very timely forum for cooperation across the region.

Anglican Overseas Aid (Melbourne) and CAN DO
CAN DO is a cooperation between a number of Church development agencies from Australia, with a focus on Disaster Management and Risk. AOA and ABM are both members of CAN DO. The focus will be on bringing the churches together to build capacity over an initial 5 year period for DMR - funded by the Australian Government. AOA invited Polynesia delegates to attend an historic Disaster Management training workshop in Fiji. An historic MOU of collaboration with AOA, AMB and the diocese of Polynesia has been signed. Part of that cooperation is work with Church Agencies in Australia called CAN DO. They offer $, training and expertise. We move in Christ Together. Congrats – DOP signed an MOU with AOA – we have some developments for the future.

Fiji – DMR Workshop Feb17 Organised by CAN DO with a focus on training and equipping churches for DMR. AMB CEO attended the workshop in February with DOP delegates. Well run by CAN DO, with input from the Fiji Government, UN agencies, NGO and church agencies. Experts from AOA and ABM attended who are willing to assist us with training and planning. The Churches were significant contributors to the Cyclone Winston response. The Government acknowledged their contribution and noted that very little credit had been given to the churches. However, it was recognised that there was a lack of preparation and coordination, and this needed to improve. Training has begun in the diocese and with a DMR workshop in Suva. Dimensions for Samoa and Tonga nad other regions will need development.

DISASTER MANAGEMENT & RISK WORKSHOP
August 2017 A disaster Management Plan is recommended for the diocese of Polynesia with assistance from AMB and other agencies. Preparations are underway to run another disaster management and risk training and planning workshop in Suva in August 2017.
