3 Preamble Potentially very dangerous places
Systems must ensure maximal protection of custodial staff & inmates Automatic continuous system self-monitoring is a must Clear, audible and intelligible announcements are vital Prisons, detention facilities and Police stations are potentially very dangerous places for the working staff as well as the inmates or detainees. All communication and surveillance systems must ensure maximal protection and security for both wardens as well as prisoners. Therefore, highly reliable systems for communication between inmates and guards are must. Systems with automatic constant self-monitoring are required to ensure readiness and proper functionality At the first sight prisons = cells = intecoms in cells. However, prisons are divided into the zones and sections. Door access control intercoms help to maintain a safe and coordinated movement of persons on the premises -> integrated into the CCTV. Clear, audible and intelligible announcements are must in emergency situations.

4 Key Solution areas Secure and highly reliable Emergency communication system Durable, anti-vandal Cell Intercoms Pedestrian and Vehicle Access Control Online System monitoring and Alarm management IP-based Public Address system Integration with Video Surveillance systems Visit talks control Access Control – not only Access as such, it is also about the coordinated movement of persons on the premises

5 Emergency communication system – part I.
Key element of the whole solution - centralized call control Crucial system – needs guaranteed nonstop availability High availability achieved by geographically redundant installation Direct calls to Section control station used as a back-up for even higher availability IP Intercom 2N® NetStar SW SIP Proxy - location I. SIP Proxy – location II. Local Officer Station Direct CallI.

6 Emergency communication system – part II.
Typical call scenarios Handling of calls from/to cells, corridors, doors and gates Call transfer & forwarding (manual vs automatic time or priority based) Call conference Call Recording and Inmates monitoring All incoming and outgoing calls may be recorded and archived Automatic or on-demand manual recordings selection Clear filtering of recorded calls, graphical user interface Interface with public networks (mobile, IP or PSTN)

7 Emergency communication system – part III.
Interface with PA system Announcements to individual points or groups of devices from table phones Scalable and easily expandable Communication system 2N® NetStar SW Up to 5000 users/Intercoms Up to 600 concurrent calls Up to 400 concurrently recorded calls

8 2N® Helios IP Safety models
Cell Intercom solutions – part I. 2N® Helios IP Safety models Durable & visible IP69K – washable, IK 10 certificate Anti vandal design & safety screws Reflexive orange colour & backlit button Great sound performance Full-Duplex High quality Audio Adaptive volume, up to 10W speaker External camera support Periodical automatic self-monitoring Audio test Noise detection for alarm call Audible and Intelligible PA messages transmitter Automatic warning or reassurance message played at the button push for situation de-escalation Additional digital I/Os – connection of lock, beacon, reset/release button, sensors, etc... CALL PRESS TO CALL Typically, cell intercoms are not required to have a camera

9 Cell Intercom solutions – part II.
Examples of Typical scenarios Warden entering the Cell: A green light above the door switched ON (authorized door opening) Noise detection alarm sending automatically switched ON Information about the door opening sent to the Central control room Trigger sent to VMS for camera view pop-up Inmate pushing the Call button: Intercom makes a call to Ward’s station Automatic Call recording starts after the call connection Reassurance or warning message played automatically Orange beacon above the door switched ON (emergency situation)

10 Cell Intercom solutions – part III.
Installation Mode Intercom unit installed in the cells with all electronics inside Simple installation – one unit per detention cell Safety screws to prevent tampering + tamper Intercom unit chassis or dedicated multi-purpose inbuilt desk with separated Intercom electronics installed outside of the cells Low tamper risk and inexpensive replacement of broken inside units Cell wall Electronics outside – usually required to have more electronics at the same place (one shared installation box) + cabling to mics, speakers and buttons in cells. SOS Radio Cell wall

11 Pedestrian and Vehicle Access Control
2N® Helios IP Force Barriers, doors and gates control Controlls the movement of the people on the premisse Adaptive volume and echo cancellation Intercoms with HD camera, night vision, PTZ and external camera support Noise and Motion detection support Silent alarm support for hidden information sending in an emergency situations Unauthorised door opening and „Door open too long“ alarm RFID and Bluetooth-based Access control 2N® Helios IP Verso These intercoms help to controll the movement of the people on the premisse!!!

12 IP-based Public Address system - part I.
Critical system for Emergency situations Key for organization of everyday prison life Background music for common spaces and cells Key PA solution characteristics: clearly intelligible and audible announcements announcements to individual points, all connected sites or grouping of devices into the Zones for precise message targeting (100 zones) 10 different Priority levels for message importance distinction scheduler for repetitive announcements planning 2N® IP Audio Control Panel 2N® NetMic – PA announcements 2N® IP Audio Console – SW PA Console

13 IP-based Public Address system - part II.
Key PA solution characteristics: audio synchronization for proper coverage of e.g. corridors variety of audio sources for BGM in cells and common areas interface with Emergency communication system through standard SIP trunk interface to e.g. Fire alarm system for automated pre-recorded Alarm message distribution broadcast to dedicated PA speakers as well as to Cell Intercoms 2N® Net Speakers – IP loudspeakers Intercoms - 2N® Helios IP

14 Central control room Configuration of whole system
Operation and Maintenance tasks, System Alarm management, Event logging Supervision of Ward’s Local Stations Point of interconnection and Integration with 3rd party systems like building automation, VMS, Telco operators, etc. 2N® Access Commander – Access control Milestone XProtect® Access Access Control integration with Video Surveilance 2N® Access Commander – Device monitoring 2N® NetMic – PA announcements 2N StarPoint – call answering

15 Ward’s Local Station Local Station officers main tasks:
Call handling – voice and video conversations with cells, corridors doors and gates incl. conversation recording Locks and barriers control In-cell functions administration – inmates discussion secret monitoring, music listening control, ... Alert messages display – noise or motion detection alarms, panic button usage control, ... Emergency management – e.g. PA messaging, door lock control 2N® NetMic – PA announcements 2N StarPoint – call answering units 2N® NetStar – Records Manager

16 Integration with Video management systems
Video Surveillance is the key operation at every detention facility Intercom camera video stream can be made part of the Video Surveillance solution ONVIF protocol and RTSP server (H.264/MPEG-4, MJPEG) supported for integration into VMS Enhanced Integration with VMS includes: Intercom camera video stream display and recording Two way Audio stream – Intercom -> VMS and vice versa Intercom Events integration (e.g. Video window pops-up when call from Intercom starts) Intercom Outputs management from VMS (e.g. Door opening)

17 Visitor talks control Central conversation rights management
Conversation time limits enforcement and control Conversation monitoring Discussion recording Visitor talks control as a part of the overall Emergency communication system 2N® NetStar SW 2N® NetStar Records Manager

18 Summary 2N Solution for Prisons and Detention centres:
