7. Energy-efficient transport
Actions aimed at:
supporting the take up of Sustainable Urban Mobility Plans
increasing the energy efficiency of freight distribution in urban areas

1 )  Actions to support the take-up of Sustainable Urban Mobility Plans
Sustainable urban mobility plans are documents that comprehensively improve freight and passenger transport in urban and peri-urban areas.
This priority directly relates to the first action of the Action Plan on Urban Mobility (COM(2009) 490 final) which seeks to accelerate the uptake of sustainable urban mobility plans.
Projects should build on the guidance and training approach that are currently being developed by a DG MOVE project launched in spring 2010 (for further information see presentation of workshop No. 6 at the European Info Day in Brussels on 18 January 2011). Note that the EACI is currently negotiating two projects (QUEST & ADVANCE) on developing audit schemes in relation to sustainable urban mobility plans / policies  - see IEE projects database.
2) Actions to increase the efficiency of freight distribution in urban areas.
We focus on urban areas, i.e. freight movements either within urban areas, or those starting or ending in urban areas.
All actions that can be covered under the Marco Polo programme, should be funded there and not under the STEER programme.
3) Actions to increase energy efficiency in leisure travel:
Leisure travel is a broad field (not just tourism): proposers should focus their project on (a) specific type(s) of leisure journeys or (a) specific segment(s) of the leisure market

8. Clean & energy-efficient vehicles
Actions aimed at:
assisting fleet operators and authorities with the implementation of the Clean Vehicle Directive
or addressing specific issues related to the safety or eco-driving of clean and energy efficient vehicles
1) The  main priority under this key action aims at assisting fleet oprators and authorities with the implementation of the Clean Vehicle Directive.
The Clean Vehicle Directive aims at a broad market introduction of Clean and Energy Efficient Vehicles. One of the tools to reach this is taking into account the lifetime costs of vehicles in terms of fuel consumption, CO2 emissions and pollutant emissions in joint procurement cases.
Use the Clean Vehicle Portal where possible.
Look at actions to stimulate the joint procurement of Clean and Energy Efficient Vehicles. 
If asked if we support electric vehicles, say that they are not excluded (although this is not necessarily our focus as other EU programmes are investing quite a lot on it; should be clear IEE type of projects, no R&D).
 2)  The second action is more a niche action and aims at addressing issues related to the safety and ecodriving of clean and energy efficient vehicles.  
IEE has previously supported project in relation to fuel efficient  (and safe)  driving of vehicles. This year's priority focuses on new /specific  requirements  due to the emergence of alternative fuel /electric/ much more efficient  vehicles.
Safety and ecodriving should be broadly interpreted, but your proposed action should be in line with the following basic principles: a proven market need, solvable with soft measures and leading to real results in terms of energy-efficiency.
