Improvement of the quality of health services and health system capacity
Introduction of healthy lifestyle models
Modernization of the health system management practices
Supporting the development of non-State medical institutions
development of medical, including pharmaceutical, education and medical science
Development and implementation of disease prevention system
Strengthening primary health care
Development of specialized medical assistance
Strengthening child health and reducing infant and child mortality rates
Reducing maternal mortality
Improving access to quality nutrition
Combating such socially significant diseases as HIV/AIDS, tuberculosis and viral
Reducing the risks to human health related to the presence of harmful substances and organisms in food, beverages and animal feeds
Facilitating increase in the funding of the health sector and ensuring effective use of the funds

2. Development Partners’ interventions / Donor’s support
Implement health financing reforms as per the strategic plan
Enhance human resources management (HRM) in improving health service delivery and embracing the ongoing reform agenda
Improve service delivery quality and access to control communicable and non- communicable diseases including developing patients focus activities
Strengthen pharmaceutical sector
Enhance health information management system, including improving availability and accessibility of quality data, and its use for decision making, including health financing data
Introduce and implement mechanisms (allowing a stronger involvement of community members  in key activities related to the health system, thus ensuring a whole-of-society approach.

3. What is missing? But is important for the sector development
Develop institutional structure, reach consensus on roles and relations
Establish clear policies and procedures to ensure proper funds transfers
Develop the HR Policy and develop of  Unified State Standard for Medical Education and Qualifications
Strengthen managerial capacity and coordination capacity of health professionals, including on primary and district levels
Defining the service packages by every level with focus on integration of vertical services
Quality improvement and accreditation, link these processes

Strengthening population health and development of healthy environment;
Improved accessibility and equity, quality, effectiveness, transparency and reduction of financial burden;
