APPA Standards and Codes Council Report

One year ago this month.. … the APPA Board of Directors took the following actions: Changed the name of the Codes Advocacy Task Force (CATF) to the APPA Standards and Codes Council. Establish the Council as a formal committee or council under the APPA Board of Directors. Approved the Council’s Mission and Scope.

A Year of Accomplishments
The Council’s volunteer members worked diligently this past year to: 1. Formalize its processes and procedures; 2. Expand member engagement; 3. Educate the membership; and 4. Represent the education sector’s needs within the standards and codes community.

Why APPA’s Codes and Standards Activities are Important
The costs associated with codes and standards compliance are significant. Changes and updates to standards must be anticipated in advance, in order to successfully support the campus budget and operational planning process. APPA member institutions must be made aware of the codes and standards that impact their institutional mission.

Why APPA’s Codes and Standards Activities are Important
The cost of ill-fitting, burdensome, and redundant standards can be taxing to our institutional mission and core values. It is perhaps the single, greatest reason why the work of the Council is so vital.

The Council Mission (approved July 2012)
EDUCATE APPA member institutions; Determine the IMPACT of existing and proposed standards and codes; INFLUENCE standards and code development processes and establish educational facilities standards; Display APPA’s LEADERSHIP on standards and codes; and Identify broad CONSENSUS among APPA’s institutional members, and seek appropriate representation in standards bodies at local, state, national, and international levels.

2012-13 Objectives and Accomplishments
Objective 1: Build greater codes and standards awareness, participation, and collaboration within APPA and among APPA’s sister membership organizations (NACUBO, etc.) What this does: Builds APPA’s credibility among peer membership organizations, which look to APPA for answers on standards and codes issues. APPA is the only appropriate organization to take on this responsibility.

Regular Code Talker articles featured in Facilities Manager Magazine Council representation: all six regions Most recent and future presentations scheduled by Council members: Smart and Sustainable Campus Conference (Bethesda, MD) organized by University of MD, NACUBO, APPA and SCUP APPA regional meetings (MAPPA, ERAPPA) and APPA 2012 and 2013 Annual Conferences Presentation accepted for fall 2013 EACUBO Conference

2012-13 Objectives (Cont’d) Objective 2:
Maintain and grow the Council’s responsibility and recognition as a “watchdog,” and… Seek to ensure the needs of APPA member institutions are not negatively impacted by unfair or inappropriate standards development practices. What this does: Ensures that the interests of educational institutions are communicated and considered within the standards development making processes.

Objective 2: Among Our Key Accomplishments…
Advocated changes to 2014 NEC Code to “right size” switchgear according to actual load (avoid transformer “over-sizing”). Raised member awareness of IFC and IBC code requirements for luminous egress path markings. Established APPA seat on U.S. TAG to ISO Technical Committee 267 (Facilities Management) and actively contributing to the international standardization process.

Objective 2: (cont’d) Key Accomplishments…
Continue to monitor federal efforts to standardize new and existing building energy efficiency via ASHRAE 90.1 and ICC standards. Solicited member comments, organized and submitted contributions to NFPA Codes Committees. Prepared launch of Council Work Groups for Emergency Shower Equipment Standards and APPA/NFPA document project (described further in this presentation).

Objectives (Cont’d) Objective 3: Where feasible, establish a network of standards and codes volunteers at APPA’s regional and chapter levels. What this does: allows the APPA community to more effectively track and report out local and state codes/standards changes. strengthens APPA’s ability to communicate meaningful standards and codes issues at the local level. .

Objective 3: Accomplishments
Slow going, but we’re making progress. Council members are seeking to broaden discussion among regional leadership. MAPPA regional leadership is discussing launch of regional codes group and Council, and its tie-in with the APPA Standards and Codes Council.

APPA Standards and Codes Council Reporting Relationship
APPA Board of Directors The APPA President would report on the Council’s activities to the APPA Board of Directors. The President would continue to appoint the Council Chair and approve appointment of Council members and ex-officio(s) from each region. APPA Standards & Codes Council Rep from each Region plus one chairman. ex officio(s) as needed. APPA Standards Development Committee? Creation of educational facilities standards. Objectives (Cont’d) Objective 4: Consider the feasibility and value of an APPA Standards Development Organization (SDO). An APPA SDO would: Pursue creation of educational facilities standards and contributions for local, state, national, and international adoption. Produce critically needed educational facilities standards, where none presently exist. Establish standards that define the application of existing multi-disciplinary standards in the educational facilities setting.

Objective 4: Accomplishments
As a “first step,” the Council is now establishing formal “Working Groups” which will: Serve as formal, Council-authorized “standards committees” that produce standards contributions, technical requirements, best practices and reports. Work within guidelines and processes established by the Council, that reflect best practices of ANSI and respected standards development organizations.

The “Path Forward” Document
The Council has prepared a document to educate our members, and the education sector, on the role of the Council and its vision for success (attached to this Board Report).

The “Path Forward” Working Group Procedures
APPA member institutions and affiliate members, that join and are active in a work group, also serve as voting members of the group. Other membership categories are also welcome to participate as observers, to share expertise and contribute to work group activities. The bulk of all Working Group activities will be performed virtually (web and audio conferencing software).

APPA regions welcomed to invite Working Groups to conduct face to face meetings at fall regional meetings/conferences. All working documents and contributions submitted by Working Group members will be posted onto an APPA-managed collaborative software system. Working Groups shall submit an executive summary of all their conclusions, recommendations, and proposals for a Council vote before they are final.

Two Inaugural Working Groups Now Forming
Eye Wash and Emergency Shower Equipment Working Group – To address compliance testing requirements and propose contributions to ISEA Z385: American National Standard for Eyewash and Emergency Shower Equipment (2014 REVISION) APPA/NFPA Joint Reference Document Working Group – To create annotated version of the NFPA Code that describes application of the code in the built educational facilities environment.

Where We Need Support Regional Leadership: Please continue your support of the regional codes group/council concept! We want to broaden participation in Council activities and initiatives. Also, please promote participation of regional and chapter members in the Working Groups, as they are announced.
