Focus: Positive Social Emotional Skills What are the priorities to support the SiMR? OCDEL priorities Alignment Integration OCDEL Announcements Reduction of Expulsion and Suspension in Early Childhood Programs Inclusion of Children with Disabilities in Early Childhood Programs Dear Policy Forum Participants, Thank you again for your participation in the OCDEL Partnerships Policy Forum that was held March 15-16th.  So many great discussions, insights, and experiences were shared, along with opportunities to enhance existing relationship and form new partnerships .  It was a great first step in obtaining input from our stakeholders on shaping statewide policy related to inclusion and suspension and expulsion  in order to offer all children high quality early learning opportunities.  The policy forum provided a vast amount of information on local program needs and ideas for developing a framework to address the issue of suspension and expulsion in early childhood programs and strategies to ensure successful inclusive practices for young children in high quality early learning programs. Extensive notes were gathered at each of the facilitated work sessions and will be used to guide policy development, professional development and leadership support. As we continue to synthesis the information and gather additional input on these topics, a number of key areas were emphasized from stakeholders.  They include; consistent OCDEL policy and guidance, funding concerns and strategies, promoting “buy in”, cross-program and OCDEL-wide collaborative practices, family training and engagement, early childhood mental health supports and collaboration, data and research needs, direct service and system level program models and practices, professional development strategies and community and government marketing around inclusion. We know a lot of work still needs to be done and more voices to be heard.  Some of our next steps around this work includes; draft an OCDEL Inclusion announcement based on what we heard at the forum; review and revise as necessary the OCDEL Suspension and Expulsion announcement based on additional information from the policy form,  host regional policy forums for more feedback, and begin working on tools to support local programs in the implementation of our inclusion and expulsion/suspension policy statements. Dates for the regional policy forums have been scheduled.  They will be held on: August 16            Park Inn by Radisson Clarion August 17            PaTTAN Pittsburgh August 19            PaTTAN Harrisburg August 22            The Woodlands, Wilkes-Barre August 23            PaTTAN East August 24            Philadelphia Area – TBD The format for the regional policy forum will follow the same facilitated group discussions that were conducted at the March policy forum.  We are asking for your help to ensure the regional opportunities are available to individuals who did not participate in March so that input can be gathered from more stakeholders within the early childhood community.   We ask that you not attend one of the regionals days if you participated in March  and to please encourage staff or others within your local communities to attend. Additional information on the regional policy forums will be provided later this month.
