1 A tool for Data Management Plans
May 10, 2011 A tool for Data Management Plans John Ober, CDL (standing in for) Trisha Cruse Director, UC Curation Center, CDL May 10, 2011

2 Image set 1: Record and data of Doble Steam Car, 1921 from Caliphere (Bancroft Library) – Various Test results from the development of the “New car” (probably the Doble “E” model; shown – also from Calisphere). [the point: data in analog form, a lot is lost or undiscoverable (although in this case the library plus the CDL-Calishere make it available)]

3 Motive Data is a scholarly asset (upstream mgmt helps preserve its value) Funders requiring data management so…. a flexible online tool, DMP Tool, to help researchers generate data management plans (and others to contribute to, consult, or mine them) Caveat……..Early days Image set 2: a summary chart from a UCD Institute of Transportation Studies research paper (published via CDL’s eScholarship site). Where is the source data – could it be examined? Would a search yield elements of the table?; a list of data sets available from EPA emmission and fuel economy test data – good that it is there, but how to use it (note format change in 1999)? Does transportation research in general have data management strategy?

4 Motive Data is a scholarly asset (upstream mgmt helps preserve its value) Funders requiring data management so…. a flexible online tool, DMP Tool, to help researchers generate data management plans (and others to contribute to, consult, or mine them) Caveat……..Early days

5 Motive & Opportunity Funders ($600M to UC from NSF in 2010)
“The alternative, a ‘go it alone’ strategy, will only lead to dangerous isolation… yielding idiosyncratic, expensive, and ultimately unsustainable infrastructures.” Interest & expertise Allow researchers to focus on research (and benefit from managing data) (New Roles for New Times, ARL, 2011) These are the factors that I see driving the collaboration: Institutions rely on soft funding… agencies have created a new demand, meet the demand or don’t get funded. Approach is to work collaboratively to consolidate expertise and reduce costs Libraries plus, plus Provide an environment that allows researchers to focus on research

6 What - Why a DMP includes: A DMP adds value by:
Content Characteristics: types of data, physical collections, software… Standards: data and metadata format Access: policies for acess, appropriate protection of privacy, confidentiality, security, intellectual property… Sharing: policies and provisions for re-use, re-distribution, if any Archiving: save what - complete or samples, other research products; long-term access Meeting funders’ data mgmt/sharing polices Meeting Journals (Nature, Science, and PLoS) data sharing requirements. Distributing research results to increase citations (Piwowar et al., 2007) A shared, common data set may help researchers collaborate and accelerate discoveries (NY Times, 2010). For the researcher: helps organize data cultivate quality and efficiency help with preserving and sharing data Thanks to Jeffrey Loo, Chemical Informatics Librarian, UCB

9 A look at the DMP Tool Creates - editable document for submission to a funding agency Accommodates versions as funding requirements change Open source – bitbucket Customizable (by org.) Guidance and help Four types of users / administrators: Researcher Institution Funder DMP content editor

10 1. 3. 4. 2. 5. Branding Basic intro/FAQ type info
Extensive help & navigation Sample plans News and updates

11 Select home institution -- routes users through their
organization’s authentication gateway -- pick up branding 1. Hosted by the UC Libraries The Regents of The University of California University of California Libraries 2.

12 Hosted by the UC Libraries The Regents of The University of California
Login screen will look slightly different for organizations routing users through their own authentication system. Login page Hosted by the UC Libraries The Regents of The University of California University of California Libraries

13 University of California
Home screen: once the user has logged in presented with a view of their work and options 1. 2. Start a new plan (by funder) Edit a plan in-process Look at extant plans 3. University of California Libraries

14 University of California
1. 2. NSF & NIH require data mgmt plans. DOE, EPA, USGS, IMLS are developing them. Other agencies (and private funders) are likely to follow. Funder specific information – depends on editor role and relationship with funders University of California Libraries

15 University of California
1. 2. 3. Generic form layout – current data model should make this possible for any question Re: #3 – Institutional info – you C&G officers may have some advice or specific requests for material to include. University of California Libraries

16 Text taken from UVA NSF-ENG template; re: right hand column, again, a place to get specific institutional details if appropriate.

17 What a researcher can do
User Type 1: DMP Tool Use Case – Researcher Establish an account View sample plans Preview funder requirements Create, save, edit, publish plan View, use, past plans Use help (generic and institution specific) View news and latest changes

18 An institution’s use of the DMP Tool
User 2: an institution Sponsored Projects Office Office of Research Foster new collaboration Libraries C&G and other admin offices Academic computing Faculty / researchers Present relevant information/policies Resource links Institution specific information and tools Local help Generate reports (compliance info?) Library Technology Transfer / IP Sponsored projects Library Office of research UCLA’s Newest Data Center

19 User 3: a funder Initial funding agencies
A funder contributing to the DMP Tool Initial funding agencies Add news specific to funding agency Changes to existing requirements New requirements Add resources about a specific funding program NSF General NSF Directorates National Institutes of Health Institute of Museum and Library Services As partners request We’re unsuer how much time/input funders will want to give but there have been initital conversations with NSF.

20 Editor’s Roles and responsibilities
User 4: An Editor contributing to the DMP Tool Editor’s Roles and responsibilities Create and maintain funder templates Create new funder Create new plan (version) Create question text Create help screen text (as applies to questions) Revise and edit From a partner institution Editors will be volunteers from the partner schools, likely the libraries. May be the point of interactions with the C&G staff. University of California Libraries

21 Implementing a data management plan……..
CDL’s UC Curation Center has a suite of tools available for implementing the plans.
