2. SEN funding and mainstream schools/ academies
The whole of a school’s budget is provided to meet the whole of the needs of its whole pupil population.
The notional SEN budget is part of the whole school budget, and is an amount calculated by formula.
Formula usually based on factors such as prior attainment and deprivation measures.
Schools are expected to use up to £6k of the whole school’s budget to meet the additional needs of any child with SEND.

3. High needs funding consultation (DfE, April 2016)
Not planning any fundamental changes to the way that schools are funded for their pupils with SEN and disabilities.
Mainstream schools will be funded through their mainstream formula, continue to meet from their budget additional support costs of up to £6,000 pa for all pupils with SEN.
Proposing to retain the current concept of the “notional SEN budget”.
Propose to work with SENCOs, school business managers and head teachers to find out how best to help schools decide how much to spend on SEN support.

4. SEN Funding – key points
All of a school’s budget is for all of its pupils
A very small no. of pupils receive high needs funding when their special provision costs more than £6k
School cannot refuse admission to a child with SEN on the basis of budget issues
SEN Information Report must describe:
how the school adapts the curriculum and learning environment for pupils with SEN;
additional support for learning that is available to pupils with SEN;
