Employment progression as a route out of poverty – Learning 2012 onwards ‘testing new models’ Also introduced “progression routes out of low paid work” as a new category (9 awards)

5 Focus on Low Pay Biggest investment was LW special initiative (2007), £1m London Citizens (sectoral approach, LW Foundation, QMUL research). Now nearly, 3,000 LW employers; big ‘hitters’ include Nestle, Ikea, Aviva, KPMG, Linklaters. Research and growing body of evidence regarding the burgeoning of poverty linked to low paid work: Learning and Work Institute (CESI); Resolution Foundation; JRF; Social Market Foundation.

6 Step Up Grants for pilots to support work progression
Target beneficiaries – individuals paid below London Living Wage working at least 14 hours a week for the last 12 months £200,000 available per year in total Individual grants of up to £40,000 per year Oct 2015-Sept 2017 – year 1 “test & learn”, year 2 “steady state”

7 Programme Outcomes Primary: Individuals increasing hourly rate of pay
Individuals increasing total weekly pay Secondary: Improved terms & conditions of employment Improved job description Improved work/life balance

8 Step Up Providers Creative Society - supporting low paid young people in creative/cultural sectors. High Trees Community Development Trust - supporting low paid workers in Tulse Hill (with focus on lone parents and over 50s). Indoamerican Refugee and Migrant Organisation (IRMO) - supporting low paid Latin American workers.

9 Step Up Providers Springboard UK – supporting low paid young people in the catering and hospitality sector. Thames Reach/Clean Slate – using digital engagement, alongside more conventional approaches, to support low paid workers. Women Like Us – supporting low paid parents (mostly women, including many lone parents)
