Establish priorities. Are lives at risk, and can you help? (Life safety=#1 priority)
Define objectives. Base your objectives on the answers to the previous steps and aligned with the priorities you established.
Make an action plan. The plan must meet your objectives while maintaining priorities and safety. Simple plans verbal, more complex plans written or diagramed. Maps are especially useful.
