1. A supply problem: We have consistently failed to build enough (of the right kind of) homes

2. A demand problem: The growth of mortgage-lending – and low capital returns on other assets – made houses an investment product

3. A productivity problem: Productivity – and therefore pay – have not kept up with rising housing costs

1. A current living standards problem: Housing costs take up a growing share of household incomes – particularly in London

2. A future living standards problem: Many in younger generations risk never acquiring assets that provide security in later life

3. A fiscal problem: Dealing with the effects rather than the causes means spending ever more public money subsidising rents
