Scope Impact Communication Plan Introduction
Wholesale System Simplification is an AT&T program that has a goal of simplifying the regional service order distribution and access billing applications by migration onto national platforms. This program is currently underway with account migrations beginning no earlier than January 2018 and extending through The target platforms for consolidation are National Service Order Retrieval and Distribution (NSORD) and National Carrier Access Billing System (NCABS); both national platforms will be based upon the current SW system platform. Impact The primary impacts of these migrations will be to Wholesale Customers and Large Business Retail customers ordering through the Access Tariffs, Commercial Agreements, and Interconnection Agreements. These would include: Competitive Local Exchange Carriers (CLECs); Interexchange Carriers (IXCs); Wireless/CMRS Carriers; Incumbent Local Exchange Carriers (ILECs) a/k/a Independent Telcos (ICOs); other carriers that buy wholesale access or data products; and some large retail customers. In addition, functionality is being added to enhance usage billing though the LEC Settlement processes. Communication Plan Initial Communication January 2017 Periodic updates February – May 2017 Formal communications (Accessible Letters, Release Announcements, Requirements, etc.) will be provided.

Present/Future Mode of Operation
Interface Changes No significant ordering changes. Carriers and retail business clients will continue to use the systems and interfaces to connect and perform Pre-Order and Order functions. The same ordering rules apply for products and services. As announced in other communications, Access ordering will continue to migrate from WAO to the CAFE platform. Billing changes will occur due to consolidation of Billers and the LEC Settlement suite of applications. Accounts billing LWC products from Tapestry applications will migrate to the National CABS platform. This is generally in the SE. LWC in regional CRIS order processing / provisioning systems that today goes through regional CABS billing (generally in the MW) will migrate billing to the National CABS platform. Present Mode of Operation Future Mode of Operation Midwest 21 State Southeast Southwest West SE CRIS/Tapestry is displayed due to Wholesale products (e.g., CRIS: “Wireless Access”; Tapestry: “LWC”, etc.) that bill out of those regional instances and will be moved to NCABS during Wholesale System Simplifications There is an effort (unrelated to WSS) to retire WAO Only SE Reciprocal Trunk products are ordered in CAFÉ LEC Usage Settlement Apps include: PCRCS, ICO-STLMT, LSB, IBIS, and LECSIS

Conversion Conversion Activity will occur on a state by state basis and will be done along 2 large product groupings: Local (including LWC) and Access. A small number of accounts have both types of services billing on them. These will be converted as part of the Access conversion. The MW tentative conversion dates (off release) are as follows: Local Access WI 1/29/18 WI/OH/MI 6/25/18 MI/OH 4/16/18 IL/IN 8/13/18 IL/IN 5/14/18

LPC on Disputed Amounts
Billing Impacts Connectivity IP address changes – regional transmission from Illinois location Accessible letter in June Connectivity testing beginning July 17, 2017 CBOS Billing Data Tape (BDT) Testing will be available 30 – 60 days prior to conversion LPC on Disputed Amounts Some regional billing processes include disputed amounts in the determinations of Late Payment Charges (LPC). Other regional processes include prior LPCs in the calculation of the current period’s LPC. As migration to the national platform occurs, a standard process will be implemented for all accounts to exclude charges that are currently being investigated as disputed and prior LPCs from the base for calculating the applicable LPC. At the time of conversion, BANs (Billing Account Number) with outstanding invoices over 12 months will have those invoices combined into a “Zero” invoice as is done in the SW. Additionally, accounts with overall credit balances will no longer incur LPC charges on invoices with debit balances.

Invoice vs. Non-Invoice Billing
Billing Impacts Invoice vs. Non-Invoice Billing Carriers will be able to specify Invoice vs. Non-Invoice billing. Invoice Billing is provided when a customer requires a unique invoice for each bill identifying Current Charges, Payments/Adjustments, and Balance Due amounts by invoice (Bill Period Dates). With Invoice Billing, the customer has the option of allocating payments and adjustments to specific invoice dates. The customer can also re-allocate money from one invoice to another via communication with their service center contact. Invoice Billing is the default in the MW and will be retained during the conversion. Bill Detail Usage cap information currently displayed in the details section of the MW CABS bill will be moved to the statistical section of the bill. Bill period usage will be calculated from the bill period day of the previous month through one day prior to the current bill period. Currently in the MW, the August 5th bill period usage would include usage from July 6th through August 5th. After the conversion, it would include usage from July 5th through August 4th. During the conversion period, the usage will be captured in the old system and the new system. There will not be any double usage billing nor any dropped usage billing. Minor language changes in FID descriptions will be seen as the consolidation takes place.

CLECs will begin seeing Accessible Letter communication regarding the WSS program updates (conversion activities and testing opportunities) in June.
