Regional Training – Legal Implementation of the Ballast Water Management Convention focusing on Compliance Monitoring and Enforcement 16 – 17 November 2010 Addressing Shipping-related Introduced Marine Species in the Pacific Islands Region (SRIMP-Pac) Module 3.5 SRIMP-Pac
2
The Issue: Invasive marine species:
1 of 4 major threats to World’s oceans; Other 3 major threats are: marine pollution, overexploitation of living marine resources, and physical alteration/destruction of habitat.
3
Many Vectors/Pathways
Intentional introductions - esp. aquaculture. Accidental introductions: associated with aquaculture aquarium releases/escapes vessel hull fouling ships’ ballast water
4
SPREP addressing the problem
Regional initiatives on invasives include: Leadership: on regional issues shared by SPC and SPREP. Role: promote cooperation and coordination, provide assistance. Planning - Strategies: Regional Invasive Species Strategy (RISS). Regional Strategy on Shipping-Related Invasive Marine Pests in the Pacific (SRIMP-PAC). Role: coordinate, prioritise, guide.
5
SPREP addressing the problem
Regional initiatives on invasives include: Operations: Pacific Invasives Initiative (PII) and Pacific Invasives Learning Network (PILN). Role: demonstration projects, networking and capacity building. Funding: GEF-Pacific Invasive Species Management Project (GEF-PISMP) Role: pay for all of the above!
6
RISS – 12 key lines of action
A. Foundations for Invasives Management Information – sharing, management Awareness Capacity Legislation and Protocols Funding B. Problem Definition / Decision-Making Baseline inventories Monitoring change Prioritization, risk assessment Research on priorities — control, biology… C. Action / Management Biosecurity — quarantine, rapid response etc. Eradication, Containment, Control, Biocontrol Restoration of native biodiversity
7
PILN Aims: PILN teams in 12 countries. Priority areas: Raise awareness
Build capacity Overcome the isolation felt by workers on invasives. PILN teams in 12 countries. Priority areas: Weed, rat and bird management Marine invasive species Strategic planning Public awareness
8
SRIMP-PAC Intentional introductions Accidental introductions
mainly aquaculture species Accidental introductions associated with aquaculture aquarium releases/escapes vessel hull fouling ships’ ballast water SRIMP-PAC main focus
11
Plankton Virtually ALL marine species have a planktonic stage in
their life-cycle. Therefore can potentially be taken on in ballast.
12
Ballast tank sediments
13
Impacts Ecological New invasion every 9 weeks Economical
Losses in 10s of billions of US$ per year globally Human health People may die from marine introductions

16
Why a Regional Strategy?
Risk to environment and resources Assist governments to manage the issue Meet conventions obligations Trans-border problem –need to co-operate as a region Attract funding
17
Strategy Development Funding provided by IMO
Data Collection – complete July 2005 Initial Consultations – complete September 2005 Produce Draft – complete Oct 2005 Review by technical groups –Until May 06 Formal Review by Governments – July06 Adoption at 17th SPREP Meeting, Sept 06
18
Aim and Objectives To maintain environment through prevention and good management Assessment of current situation and risk Assist PICTs to manage Framework for regional co-operation Financing Address ballast water and hull fouling
19
Underlying Principles
Ecosystem Approach Prevention Data Collection, Management and Sharing Precautionary Principle Layered Defence – pre-border, at and post Consistent with IMO regime Consultative Approach – private sector
20
Institutional Arrangements
Regional Co-ordination SPREP Task Force Ad-hoc Expert panel National Co-ordination Responsible Agency Lead Agency
21
Foundation Activities
Awareness and Communication Risk Assessment Surveys and Monitoring Legislation and regulations Compliance and Enforcement – Institutions Capacity Building Information Management Co-operation – region and beyond
22
Management Activities
Pre-border – Incursion prevention At-border – incursion interdiction Post-border – incursion response, control, mitigation, recovery Transit Shipping
23
Financing and Sustainability
USD$3.9 million Foundation Vs Management Activities External National Levy
