Model Size: Power BI model sizes range from 1MB to 1GB. 1GB being the limit for a single model/.pbix file today (Dec 2016).
Active concurrent users: Approximately how many users are actively clicking on reports/dashboards at the same time. E.g. You could have 100 users connected to a dashboard, but only 10 are actively clicking, which is triggering queries.
Concurrency limits are defined primarily by the number of queries against a dataset (and not the number of users)
Data update frequency: How often does the data need to be refreshed? Every day, every hour or minute,
Query latency: how long does it take to query the model and/or data source? Number of hops, how long are the hops, in-memory or Direct query

Small model size (<1 GB)
Low-to-medium concurrency needs
Infrequent data updates (<8x day)
Live connection to SSAS
Medium-to-large model size (>1 GB)
High concurrency needs
More frequent data updates
DirectQuery
If you have near-real-time
Be aware of the caveats!
Be aware that there are numerous limitations when using DQ
Only certain sources
All data from a single source, and cannot import some and work with DirectQuery on other data.
No smart support for datetime
By default, measures can only use restricted DAX functions
Calculated columns limited to inter-row, and to those functions supported by the source (varies per source)
No bi-directional filtering (in preview).  Includes Security context, as is commonly used with dynamic RLS
No calculated tables
No clustering
Constraints on the kind of QueryEditor transforms that can be applied
After publish
No QuickInsights
Limitations in Explore with Excel
Ensure that in the Desktop, the performance of refreshing/interacting with visuals is reasonable (recommended <5s).  Timeouts will be applied in the service
Consider the load implications on the back source, after publish & sharing
