the British governments strategies to tackle violent extremism. Identify how radicalisation can occur & some of the warning signs. What to do if you are concerned

The terrorist threat to the uk
The terrorist threat level is ‘ severe’ – meaning that an attack in this country is ‘highly likely;’ But the threats we face have changed: ISIL is much larger and better resourced than AQ and is trying to create and establish a state; Unlike AQ, ISIL is also trying to radicalise large numbers of people here and in other western countries and has attracted far more foreign fighters and supporters; social media propaganda is intense; Foreign fighters and supporters are encouraged either to travel or to conduct simple but effective terrorist attacks here and against our overseas interests, as we’ve seen recently in Tunisia;

What is PREVENT? The Prevent Strategy is a cross-Government policy that forms one of the four strands of CONTEST: the United Kingdom’s Strategy for Counter Terrorism. It includes the anti-radicalisation of vulnerable adults and children. PURSUE: To stop terrorist attacks PREVENT: To stop people becoming terrorists or supporting terrorism PROTECT: To strengthen our protection against a terrorist attack PREPARE: To mitigate the impact of a terrorist attack

PREVENT Strategy Objectives…
Respond to the ideological challenge of terrorism and the threat we face from those who promote it. 2. Prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support. 3. Work with sectors and institutions where there are risks of radicalisation that we need to address.

CHANNEL It is Confidential and Voluntary Process: •Referral received
•Information from Local Authority gathered •Multi-agency panel •Risk assessment •Voluntary intervention •Post intervention assessment CHANNEL is the multi- agency approach to dealing with people who have been referred. It is not about criminalising individuals who have been referred

Extremism The Government has defined extremism in the Prevent strategy as: “vocal or active opposition to fundamental British values, including democracy, the rule of law, individual liberty and mutual respect and tolerance of different faiths and beliefs. We also include in our definition of extremism calls for the death of members of our armed forces”.

Emerging Threats A move away from the ‘spectacular’ attacks like 9/11 to smaller more ‘simple’ attacks often involving a lone actor. Examples – Lee Rigby attack, Sydney Coffee Shop siege, Pavlo Lapshyn, Anders Breveik.

Ideologies and extreme views
T Boko Haram- Africa islamists – want an Islamic state, Jihad to wage war in the name of Allah- but the Koran has been used incorrectly as war should not be waged in the name of allah, English Defence league, Combat 18, animal liberation front

How can radicalisation occur?
Vulnerable people identified & targeted Grooming of vulnerable individuals A process very similar to Child Sexual Exploitation can take place Offers of gifts such as jewellery or clothes may be used Charismatic individuals speeches may be used Books, CDs, Pamphlets, Music Online communities Self radicalisation Propaganda

Warning signs Extreme behavioural change
Transitional period in life (like college and university) Changes in faith or ideology Secrecy on the internet Narrow/limited religious/political views Attendance at certain meetings/ rallies Them and us rhetoric (dehumanisation) Possession of propaganda DVD’s/CD’s Access to violent extremist web site Expressions of support for violent extremism
