A waste policy without targets is unclear and create uncertainties for all the waste stakeholders A waste hierarchy (which is the main basis of the EU waste policy) without targets is non-effective For the implementation of a waste hierarchy at 5 levels we need 5 kinds of targets

DRY RECYCLING AND COMPOSTING PERFORMANCES 2009 ( EUROSTAT) EU27: 500 kg/inh % Dry recycled: 24% % Composted: 18% The highest rates for recycling were reported by Germany (48 %, 274 kg per capita), Sweden (36 %, 171 kg per capita) and Belgium (36 %, 175 kg per capita), whereas Austria (40 %, 235 kg per capita) and the Netherlands (28 %, 144 kg per capita) reported the largest shares of composting.
