P&B ILO Regional Offices for Africa, Arab States, Asia and Europe have identified Outcome 3 as one of the priorities for the biennium, Latina America and the Caribbean in the framework of the Formalization programme. 110 CPOs linked to Outcome 3 on Creating and extending social protection floors: CPOs have been identified as Target. Modification of the status of some of the CPOs, discussed during February OBWs not yet reflected in system. - Interventions in target CPOs by branches of social security

Some highlights from GB discussion on Outcome 3 (October 2016) GB.328/POL/1 Unanimous support for the strategy of Outcome 3 and the importance of social protection Workers «Social protection was one of the best defined priorities in the ILO, and undoubtedly an area where the ILO has the potential to lead and to make a difference, building on its rich body of standards and established expertise in that field, and to become an international centre of excellence. Social protection should be a priority area for future work and resource allocation should be increased, including through the mobilization of additional voluntary contributions.” Employers «social protection systems are essential to combat poverty..” and there is a need to have broader reflection on the future of social protection.

Some highlights from GB discussion on Outcome 3 (October 2016) GB.328/POL/1 The following were also highlighted. The need to, among others,: Provide support to integrate SPF in national strategic plans and to support their implementation in the context of the 2030 Agenda for Sustainable Development intensify evidence-based advocacy work and policy guidance on the extension of SP to all categories of workers; Increase efforts to disseminate best practices and solutions for the extension of SP among stakeholders; Build capacities of social partners, policy-makers and stakeholders to participate in development and implementation of SP systems; Build strategic partnerships to maintain ILO’s leadership role in SP

Criteria for success Target Indicator 3.1: on policies, strategies, regulatory or legal frameworks: Number of member States that have adopted new or improved national social protection strategies, policies or legal frameworks to extend coverage or enhance benefit adequacy All of the following must be met: 3.1.1 The strategies, policies or legal frameworks have been prepared in consultation with the social partners. 3.1.2 The strategies, policies or legal frameworks are guided by relevant international labour standards. 3.1.3 The strategies, policies or legal frameworks are guided by gender equality and non-discrimination considerations. 3.1.4 The strategies, policies or legal frameworks take into account, where relevant, environmental sustainability or climate change. 25 member States (8 in Africa, 4 in the Americas, 3 in Arab States, 8 in Asia–Pacific, 2 in Europe–Central Asia)

Criteria for success Target Indicator 3.2 on governance and institutional development for service delivery: Number of member States that have improved their institutional policies or regulatory frameworks to strengthen governance, financial management or sustainability for the delivery of social protection At least one of the following must be met: 3.2.1 Government, in consultation with the social partners, has improved institutional policies or regulatory frameworks to strengthen the governance, financial management and sustainability of a social security scheme. 3.2.2 A national coordination mechanism or institution to support national dialogue on social protection has been strengthened or operationalized. 3.2.3 Constituents endorse recommendations to operationalize the delivery of social protection. 3.2.4 A social protection institution has improved its organizational plan, IT system or administrative infrastructure for more efficient service delivery. 3.2.5 Government ratifies the Social Security (Minimum Standards) Convention, 1952 (No.102) or another up-to-date social security standard. 22 member States (8 in Africa, 5 in the Americas, 2 in Arab States, 7 in Asia–Pacific)

Criteria for success Target Indicator 3.3 on capacity building and knowledge development: Number of member States in which constituents have enhanced their knowledge base and capacity to design, manage or monitor social protection systems At least one of the following must be met: 3.3.1 Government designs or updates a statistical database or a monitoring and evaluation system to measure achievement of SDG targets related to social protection, inform policy design or improve the management and sustainability of social protection. 3.3.2 Constituents design, manage or deliver social protection systems using an ILO or Social Protection Inter Agency Cooperation Board knowledge product. 3.3.3 Constituents develop and implement measures aimed at social protection, education and awareness. 3.3.4 Social protection institution enhances transparency through the publication of information and statistical indicators on social protection operation, performance and sustainability. 14 member States (7 in Africa, 3 in the Americas, 1 in Arab States, 3 in Asia–Pacific)
