FLEG Component in the Kyrgyz Republic: Current and Planned Steps

FLEG: Regional Cooperation
Experience exchange and planning at the first FLEG regional meeting in Astana, of January 2014. Experience exchange and synergy with the regional “European Neighborhood and Partnership Instrument (ENPI) East Countries Forest Law Enforcement and Governance (FLEG) II Program" in Tbilisi, May 2014. Study tour to Germany for “expert negotiations” in June 2014. Experience exchange and adaptation of experience on participatory forest management practices between Kyrgyzstan, Tajikistan and Uzbekistan in cooperation with GIZ Regional Programme on Sustainable Use of Natural Resources in Central Asia.

Support to developing Gov’t decree draft on piloting forestry sector reform Draft developed, not yet approved Support to SC for piloting Regular meetings are held, key players are in SC Awareness rising on piloting Presentation of piloting at different platforms and meetings, piloting brochure is being prepared

Current Activities and Results: Support to Reform Piloting
Together with other development partners (GIZ, IFAD and etc.) support to short-term missions on identification of baselines and development of operational plans for pilot leskhozes Baselines and operational plans developed Support of Hessen-Forst for implementation of pilot leskhozes operational plans Nursery management and short rotation plantations to be supported in pilot leskhozes by Hessen-Forst in 2015

Support to analysis of the existing FLEG Action Plan and Forestry Program Development Development of Forestry Program (including Action Plan and FLEG issues) to be supported Compilation and discussion of legal and organizational pitfalls from pilot leskhozes at the SC level Analysis and legal documents revisions to be considered Support to SAPEF on coordination of different project of international organizations and NGOs Joint support of SAEPF initiatives
