Introduction of new participants, Iran delegates, Representative from Thailand MoE Introducing the agenda of the day by Mr. Chu Shiu-Kee which was focusing on the major LIFE action areas namely, Advocacy & Communication, National Effective Policies, Delivery Mechanism, innovation Presentation of Web-based statistics on illiteracy and discussion

Day 2 Opening (cont…) In order to have more clear and fruitful works, Mr. Chu explained the procedure of fulfilling the activities: - presentation by a country team on each Action Areas -group work to contribute ideas, and - presentation by a group member.

Action Area: Advocacy and Communication
Group 1: LIFE launch, advocacy and Communication strategy: Lessons learnt High officials, ILD, publications, website, audio/video messages, integration, Community participation Main target audiences Policy makers, government institutions, NGOs, uni. & professional bodies Effective Communication Channels Meetings, ILD, LRCs, religious scholars, community leaders, website Sustain effectiveness and impact of LIFE advocacy Sustainable A&C strategy, LRC, scholars, incentives

Group 2: Coordination Mechanism Lessons learnt State, district, village chairperson heads the coordination committees at various levels, Coordinating with network of NGOs/ formal & NFE programs Frequent change of officials in literacy cause problems in carrying institutional memories on past activities carried out in the field of literacy, only few countries able to mobilize donor support for adult literacy Main purpose & task of Coordination Mechanism Literacy coordinators create website (information), coordinator collect and disseminate inf. Appropriate channel, LIFE coordinators close work national, agendas , resource mobilization Effective Ways to Involve Stakeholders Formulate Action Plan, Effective Monitoring & involve partners, award to best partners Sustainability Gov. allocate fund, literacy fund at local level, involve gov. at all level

Action Area: National Effective Policies
Group 1: Literacy Needs Assessment Lessons learnt Data sources: National pop census; Provincial literacy survey; school survey; household survey; special flash survey; Village Gov; Data contents: illiterates (by where and who); literacy programs; literacy environment; How effectively existing NA identified gaps, issues, priorities? Basically capable of identified the gaps, issues and priorities. Out of date , Remote area difficult to get data Have these assessments included disaggregated data Basically disaggregated by sex, age, and background, family characterics; Testing literacy in census and survey To what extent have the findings of this assessment used PPP (Persons, Programs, Performance) Needs Assessment, Situation analysis, M&E

Group 2: Initial LIFE Impact on Policies & action to strengthen policy capacity Lessons learnt in formulating National Literacy Policies The policy did not consider all the concerns of all the states Well defined organizational structure is needed ,Bureaucratic driven ( less participatory) – moves to participatory and demand driven, Focus on gender equity, Involving NGOs and partners ( promotion of partnership

Strengthen literacy policy making
Need to set priorities- Nepal –developed targeted programmes with clear priorities, India convergence with other department Partnership with inter-ministerial and civil societies Evidences ( qualitative and quantitative) has been used for formulating policies Coordination between NSO and literacy department in generating data is lacking ( still)

Sustainability Not only vertical partnership, also need to see horizontal partnership Mobilization of local resources ( financial, materials and human ) Need to develop strategies to motivate learners and teachers Teachers professional development should also need to be considered Gender sensitive policies Minimum competencies to be defined and ensured through various processes.

Group 1: National Literacy Action Plan Lessons learnt Involve NGOs/CBOs/community, participatory decision, locally developed plan, lessons previous plan, capacity building Challenges and Issues National consultation, different languages, increase contribution of different sectors, Geographic location, funding LIFE contribution to formulate effective NLAP Literacy campaign, fund, technical support from UNESCO, taskforce, example of PNG How best to sustain LIFE’s impact Continuo support, coordination gaps UN/Int’l agencies & government

Action Area: Delivery Mechanism (cont…)
Group 2: Literacy Implementation Capacity Lessons learnt Networks/coordination mechanism established, Operational guideline for implementing literacy at various level including curriculum, training program for literacy personnel, Low capacity at grass root level, lack of capacity to design local learning materials, quality training & monitoring, program provided, but no HR Ways to strengthen these capacities Update capacity needs in literacy, involve universities/NGOs for capacity building, develop guideline on how to develop materials locally, need to develop pool of expert at sub national level. Sustainability Institutional capacity building at sub national, sustain flow of fund, make program high visible, develop pool of expert at sub - N
