15. ISSUES AND CHALLENGES ISSUES
There are 5077 primary schools and 792 secondary schools in rural areas lack educational facilities and inadequate infrastructure.
A total of 5951 primary schools and 870 secondary schools are over 30 years and need high maintenance cost.
CHALLENGES
MOE needs to ensure all schools especially rural schools are equipped with adequate infrastructure and is maintained.
Dilapidated school buildings need to be restored and up-graded to ensure a safe and conducive environment.

16. ISSUES
About 767primary schools and 28 secondary schools in the rural areas do not have 24-hour electricity supply. Generators supplied are insufficient for the use of ICT in schools. It is a problem to obtain a supply of diesel especially in remote areas.
Until 2005, 2261 primary schools are categorized as under-enrolled schools. A 90% of these schools are in poor conditions and face problems of insufficient allocation, facilities and trained teachers.
CHALLENGES
The government/MOE will ensure adequate supply of trained teachers and facilities to under-enrolled schools in remote areas.

17. ISSUES
There are 15,444 from 190,336 teachers in primary schools and 2895 out of 136,598 teachers in secondary schools who are untrained or serve as contract teachers.
CHALLENGES
To place trained and experienced teachers especially for critical subjects according to option in rural and remote areas.

18. ISSUES
The rapid advancement of ICT requires MOE to reduce the digital gap between teacher and pupils especially in rural and remote areas.
However, MOE has provided computer labs, computers, notebooks, LCD projectors and servers, as well as developed software and educational TV to enhance teaching and learning;
CHALLENGES
To ensure adequate infrastructure, hardware, software and training to be given to teachers in rural schools, as well as to build more computer labs.
To ensure broadband access and build access centres for schools in rural and remote areas.

19. ISSUES
Trained teachers to up-grade competency in integrating ICT in management, and link schools with broadband access and created local area network and wireless technology to encourage the use of ICT especially in rural areas.
CHALLENGES
Up-grade the delivery of Educational TV and pilot the use of video teleconferencing as a means to impart knowledge to pupils and teachers in remote areas.

20. ISSUES
MOE provides education opportunities for disable children which include children with version-impaired, hearing-impaired and learning disabilities. Pupils with learning disabilities are categorized as those having minor cognitive and behaviorial problems, autism, Down Syndrome, attention deficit disorder, attention deficit hyperactive disorder and dylexia.
CHALLENGES
To provide special education to disable children and up-grade programmes suitable to the category of pupils.
To ensure special needs children are given the opportunity to have access to academic and vocational education.
To provide better infrastructure, facilities and relevant special education programmes.

21. ISSUES
In 2005, there are 28 special education primary schools, 2 special education secondary schools, 2 vocational special education secondary schools and 973 integrated special education programmes.
CHALLENGES
To provide more trained special education teachers and assistant administrators.
To provide adequate ICT facilities and special curriculum for gifted children.
