In 2005 an official complaint concerning money collected for field trips Free of charge basic education is important And the results speak for themselves: Background: In 2005 an official complaint was made by a mother of school aged children in Espoo: how can it be legal to collect money from families for teacher led field trips during school days? The basic education is supposed to be free of charge! Money was collected for skiing trips, theater visits etc. This is an issue because free of charge basic education is taken very seriously in Finland. It is the basis of welfare society and democracy. Childs background shouldn’t have an effect on their education. And the results speak for themselves: PISA and this is the latest: from last week Guardian

Started in 2008 In 2006 a motion by Espoo city's education committee and culture committee Grants from Finnish national board of education ( € combined) Budget encompassed in the budgets of the culture department and the sports and exercise services After the complaint: More detailed instructions for the collection of money were introduced. The collection wasn’t banned altogether, but many teachers felt uneasy about collecting money after that. In 2006 a motion was made by Espoo city's education committee together with culture committee to build a culture pathway programme for schools. Development started. the project enjoyed learning environment development grants from Finnish national board of education ( € combined). After grants the budget for KULPS was incorporated in to the budgets of the culture department and sports and exercise services. This was a time when things were happening elswhere in finland as well.

4 Cultural education plans in Finland
Many municipalities in Finland have culture education plans. One out of every ten municipalities in Finland has launched a systematic culture education plan for schools. On the map you can seen with green color the municipalities with cultural education plans, yellow ones are in the process of developing them. The flowers indicate children culture centres. The number of cultural education plans is growing - this a priority of the present government. Plan is an agreement at a municipal level between educational and cultural sectors on how to organize the accessible culture education in schools. The focus is on the whole curricula, not only in the art subjects. Most culture education plans have a structure that covers basic education. Contents are planned for every grade. The size of the municipality, the arts institutions and resources available have a big impact. In most the plans appropriate art and culture activities are selected to enhance each grade’s curriculum. That was the structure also in KULPS in the beginning

We have to respect their expertice The structure was opened and now the service providers can offer their programmes to wider group of grades We don’t want KULPS to be an seperate coating on top of education, but an instrument for every part of it We can’t deside whats good for what grade or make readymade packages for schools From now on I’m consentrating on the culture Pathway and library pathway parts of KULPS! Varied learning environments, new experiences and participation promote learning and creativity. Supporting the building of pupils’ cultural identity and growth as active operators. Educating pupils about their environment and its’history. Promoting cost-efficiency and systemacy in cultural education Promoting Espoo’s arts institutions, cultural centers, theatres, art schools etc. (= KULPS service providers) and making their services known to pupils and their families Supporting the KULPS service providers in developing their services according to the needs of the education and the children. Encouraging the development of audience education, pedagogical materials etc.

The aim is to have every pupil use each pathway of KULPS at least once every school year 1 visit / semester (2 / school year) Over pupils in basic education 91 comprehensive schools 2014: over KULPS visits 2015: over KULPS visits Schools’ and teachers’ use of KULPS vary Not every pupil gets to participate, and the visits don’t divide evenly Culture Pathway Fall semester 2015 The aim is to have every pupil use each pathway of KULPS at least once every school year The visits within culture and sports pathways are limited to 1 / semester (2 / school year) Over pupils in Espoo – over 3000 teachers 80 Finnish-speaking and 11 Swedish-speaking comprehensive schools Year 2014: Over KULPS visits 2015: over KULPS visits  this number is divided between the three pathways: Culture pathway 2015: visits Sports pathway about Library pathway about Schools’ and teachers’ use of KULPS vary Still not every pupil gets to participate. And the visits don’t divide evenly WHY: teachers deside whether the visit is made or not – they are independent in designing the classes activities lack of information contents dont fit to teaching practices transportation problems teachers own interests and competences

8 KULPS! How teachers use it?
The Fronter e-learning service The Fronter e-learning service is a tool for online education and is used in Finnish-speaking comprehensive schools in Espoo. eMappen is similarly used in Swedish-speaking schools. Teachers have to use the online tools for everyday tasks − it makes sense to keep KULPS in the same place

9 KULPS! How teachers use it?
Information of possible visit sites, programs, and workshops is collected in one place Large variety of contents to choose from for all age groups. Not many restrictions in choosing an art form or sport Teacher doesn’t have to think about the costs – they just choose the content based on interest and compatibility with curricula Then the culture organisation report the visits to us and invoice us accordingly. Besides the online learning environment, we use online brochures and art and culture institutions also do marketing themselves.

Budget’s sufficiency is an issue - number of pupils increases every year Education unit: 5 € / pupil / year for transportation In 2015 a visit cost 5,28 € / pupil on average Prizes vary from free to 13 € / pupil Budget for Culture pathway visits is € in 2016 = 6, 20 € / comprehensive school pupil Budget’s sufficiency is an issue, as the number of pupils increases every year Coordinators and other experts salaries are not included Education unit pays 5 € / pupil / year for schools to help with transportation costs with KULPS visits In 2015 a visit costed 5,28 € / pupil on average Prizes vary from free to 13 € / pupil One challenge is that cultural institutions rely more and more on KULPS as schools are more and more reluctant to use schools own budget or collect money from families. Nothing seems to happen without KULPS, as schools and cultural institutions get used to sending us the invoice.

What’s important: Listening to and respecting the teachers Following the changes in comprehensive education What’s important: Listening to teachers wishes - making surveys etc. - Trusting their expertice Following the changes in comprehensive education We are now planning to develop a web site for the culture pathway (as part of our event site development) that’s inspired by the KULTUS.fi –site you are going to hear about tomorrow. That will make it even easier for teachers to use arts as part of the education We are now also developing a network of culture oriented teachers - VIP teachers who would pass on information about arts and culture in school Asking more from the arts organizations: Not settling for doing the things they’ve allways done Helping them with changing perspective - Making the paperwork as easy as possible - Supporting long term planning This is a subject we can continue with at WeeGee exhibition centre this afternoon, when we have some of the arts organizations present.
