1 Pathways, Transitions & Working
Across Boundaries 2017 Vocational Pathways: Primary Industries Pathways in action Innovative practices Future directions Public Health Warning - Clutter and complexity John Intro

2 Presented by John Hogue - Ministry of Education
Setting the context and focusing on the Vocational Pathways and other tools Sarah King - Primary ITO Responsible for SWITCh delivery Derek McCullum Primary ITO Establishing ITO, school and employer links John then Sarah then Derek (small bio from each of us)

3 (Community of Learning)
Making the Links- the setting/context Education Business Community Kāhui Ako (Community of Learning) Local Government Schools and Tertiary Economic Devt + Employers Iwi Student Big picture John and Derek - partnerships and COLS Demand side

4 Making the ‘work’ Real Student Pathway informed by Work
School ‘courses’ Community including whanau Economic system Demand side John

5 Students at the heart - TRUISMS
A cluttered zone - raw school examples Progression on pathways need to be managed/planned Often students are on multiple pathways Transitions need to be targeted for success Stakeholders often use different language to describe similar elements (skills & or competencies, employability skills, soft skills, work ready skills, personalised pathways, learning pathways, key competencies, school and or education) There is an attitude gap e.g. Values may be expressed differently e.g. Show respect - be respected Derek - raw examples John- Truisms underpin this work

6 Wider ‘Education’ Perspective
VPs are one of the tools used as part of the Youth Guarantee flagship project from Ministry of Education and ITOs to promote industry connection and learning to earning pathways Review of Tertiary qualifications closer alignment with actual work and skills shortage Empowers pathway planners and careers advice by giving clearer defined industry pathways Helps teachers to consider their teaching and learning programmes especially contextualising John

7 The Youth Guarantee Tools
Transitions Others: Dual Pathways Employability Skills John *Derek and the cards

8 Key Elements of VP Success
“Vocational Pathways has considerable potential to engage students in relevant learning and to provide greater continuity of learning for students as they transition to further education and/or employment.” ERO Report 2016 VP needs school Leadership to make it work. They pull the staff, parents, community, provider employers all together to work for the student. It’s about building effective Partnerships John

9 Primary ITO - use of the tools
Vocational Pathways Key strategic driver Lead refinement and maintenance Schools Pathways Trades Academy Gateway SWITCh - Structured transition to further training and work Derek

10 Trade Academy - Key Features
National coverage Curriculum based on industry needs and incorporating transferable and hands on skills Work ready graduates through heavy focus on practical on the job learning Flexible career options and smooth transition Try before you buy approach Industry (apprenticeships) Further secondary or tertiary training Virtual School linking secondary schools, ITOs and employers – nationally consistent standards Derek

11 SWITCh Structured Transition
From School into further training and/or employment. Starts with industry training and school equivalent. Range of models 3 +2 model Dual Pathways Education to Employment Derek – to mention employable skills

12 SWITCh - Key Features Structured transition Embraces Complexity
Aids Retention Working towards Level 3 qualification Employment opportunities On the job Learning Derek

13 SWITCh – How it works Personalised Learning Plan (PLP) – key features
Application and interview (standard) - suitability Designed with Key School Person Complexity – led by key person at ITO Two days equivalent industry placement Workplace diary Three Days equivalent school All encompassed in PLP with responsibilities Derek

14 School Context examples:
School in South Canterbury where the Y13 students are attending a L3 course on Livestock Feeding once a fortnight. Then one day on work placement each week. Benefit to student: Learning theory behind the practical on farm work. Working alongside other students in combined schools classroom. Opportunity to gain a qualification at end of year Sarah

15 School Context examples:
School in Waikato where 5 students are placed on 5 diary farms within close proximity to school. Working two days a week on farms and in a designated Pathways class for other three days learning life skills. Benefit to school: Connections to local employers Sponsorship from local businesses to provide wet weather gear, overalls and gumboots Students not otherwise engaged in school are now finding a place and programme tailored just for them, with the opportunity to gain unit standard credits. Sarah

16 Personalised Learning Plan
Student working two days on an AgResearch trial farm, gaining L3 unit standards and attending a Livestock Husbandry class once a month. The school has created flexibility with his timetable so he can still complete 3 NCEA subjects to gain University Entrance. This keeps his options open. Sarah

17 What is being said: The SWITCh model has allowed me to be at school gaining credits while having some time on the farm putting it into practice. “I am getting on really well with my employer. He tells it as it is and we have a good laugh at my mistakes”. “Stepping stone from Y12 in to work. Students much more engaged in school” Gareth West, Rangiora High School I have learnt from my mistakes.... And there have been a few! This is real learning. It makes learning easy. And I can see that hopefully there is a job at the end of the year. Sarah

18 Making it Work… a Summary
Education Business Community Kāhui Ako Local Government Secondary Tertiary Economic Devt + Employers Iwi Student Derek

19 Summary Points Fit for purpose Complexity can be embraced
Demand for partnerships is exceeding capacity and capability to deliver. Sarah, Derek and John (one key point from each)

20 P|M|I PMI Exercise Something Positive… Would like to know More about…
Find Interesting … Looking at the space from different ways John
